NOTICE TO BIDDERS

NOTICE IS HEREBY GIVEN that the Board of Commissioners of Public Utility District No. 1 of

Snohomish County (the “District”) will receive and open electronic bids for the following work:

Invitation to Bid No. 23-1373-KS PWC - South Everett Community Solar Project (Re-Bid)

Bids must be submitted utilizing the PublicPurchase.com website by or before Monday, August 7, 2023 at

2:00 p.m. Pacific Time Zone (Bid Time). Bids received after the Bid Time will not be considered. The Bids

will be opened at a public teleconference immediately after the Bid Time and all bids will be read aloud.

Each bid shall be accompanied by Bid Security in the amount of five percent (5%) of the total amount Bid,

excluding state and local sales tax.

Work Description and Site: Provide all labor, equipment, tools, material and incidentals necessary to

install a 375 kW DC community solar project in South Everett adjacent to Walter E. Hall Park located at

1226 W. Casino Rd., Everett, WA 98204, in Snohomish County.

This work is partially funded through a Washington State Clean Energy Fund grant. The funding source

includes state and federal funding. The successful bidder must comply with all state and federal funding

requirements, including but not limited to state and federal prevailing wage laws and federal “American

Recovery and Reinvestment Act Buy America” requirements, as described in Exhibit 1.

The District intends to award a Contract on August 22, 2023, subject to change pursuant to the provisions

of contained in the Bidding Documents for this Invitation to Bid.

The District encourages qualified, Washington State certified Minority and Women’s Business Enterprises

to request these Bidding Documents and to bid on this work.
