West Hill Booster Pump Station

The City of Kent is requesting a statement of qualifications for professional consultant services for the design of a City of Kent water booster pump station (BPS). The BPS is needed to alleviate the three aging pump stations currently filling the newly constructed 5MG West Hill Reservoir. This new pump station will be connected to the West Hill via a new transmission main and will provide redundancy to the water supply system on the West Hill.

The need for a new BPS was identified in the City’s 2019 Waster System Plan (WSP) update. Attached is the project description from the WP and a vicinity map. The City has identified three possible sites for the pump station and identified a preferred site. Consultant will be required to obtain all necessary permits, City will pay permitting fees. The total project cost is estimated at $2.8 million in 2019 dollars.

The future BPS will be located on Veterans Drive near the Green River and will pump water from the City’s 240 foot pressure zone to the 587 foot pressure zone of the West Hill Reservoir. The WSP update also includes a new 1.2 mile, 16” diameter water main which will bring water from the proposed booster pump station up Veterans Drive and south on Military Rd to S 240th St where the new waterline will connect to the existing water system to fill the reservoir. The City is still evaluating whether the transmission main design will be included as part of this consultant contract or if this work will be designed in house by the City. The proposed transmission main will cross WSDOT right of way (SR 516) and may need to cross King County right of way south of SR 516. The total transmission main cost is estimated at $6 million in 2019 dollars.

The engineering services will generally consist of designing a complete pump station in accordance with City and State requirements.  Included are site determination (City to verify), pump station, piping, electrical service, controls, telemetry, generator, fuel tank, permitting and other related features need for a fully functioning BPS. The City is still evaluating whether the civil site work outside of the building will be included in the consultant’s scope of work or if the civil site work will be designed in house by City staff. The City will be responsible for the site survey and all bid advertising. The consultant will provide technical specification in Construction Specifications Institute (CSI) format for inclusion into the City’s bid package. A Department of Health permit has been acquired for the West Hill Reservoir which includes the proposed BPS and transmission main, however, it may need to be updated as a result of the project.

Redundant pumps, backup power, and SCADA controls will need to be incorporated into design. Preliminary modeling indicates a pump station with 3 pumps and a 2,000 GPM firm capacity of the pump station. However, consultant input and hydraulic calculations will be required, City to verify final sizing. Exact number, type, configuration and specifications will be determined during design, and all pumps will have VFD pump control and SCADA.

Submittal Requirements

Submittals shall be submitted via email to Drew Holcomb (dholcomb@kentwa.gov) containing the subject “Re: City of Kent RFQ – West Hill BPS” no later than:

8:00 a.m. Monday, October 9, 2023

At a minimum, submittals must include the following information:

  1. Firm name, phone and email addresses
  2. The Firm’s experience in the design of water system pump stations and restrained joint pipe.
  3. Project team organization chart including names and resumes.
  4. The experience of the proposed project manager and design team.
  5. Approach to managing and completing the project.
  6. Tentative Scope of Work listing major tasks and proposed team members by task.
  7. A draft schedule for the preparation of the Design.
  8. Challenges associated with completing the project.
  9. Approach to communication with the client.
  10. References of clients from similar projects within the last 5 years. References should include the name, phone number, and email address of the contact person, plus a brief description of the project.

The SOQ must be typed, in PDF format and be no more than 10 pages in length (front and back is two pages) excluding the cover, index, divider sheets, resumes and references.

A selection committee of 3 or more City staff members will evaluate and rate the RFQs and short listed firms will be invited to interview with the City the week of 10/23-27/2023 (tentative).

The City reserves the right to reject any or all of the submittals. If the City elects to select one of the submitting Consultants, the City will have the right to negotiate with said submitting Consultant over the final terms and conditions of the contract in the best interest of the City. The primary objective of the negotiations is to maximize the City’s ability to obtain the best value, based on the requirements and evaluations relating to this RFQ. If an agreement cannot be reached, the negotiations will be terminated and similar negotiations will occur with the second ranked submitting Consultant.
