SEATTLE TERMINAL ENVIRONMENTAL STUDY RFQ KT #23-871

Kitsap Transit (KT) is soliciting proposals from qualified Consultants to conduct the required National Environmental Policy Act (NEPA) and State Environmental Policy (SEPA) reviews and facilitate community and stakeholder engagement to prepare Draft and Final Environmental Impact Statements and a SEPA Determination leading to selection of a preferred alternative and issuance of a Record of Decision. In addition to advancing the design of the project as necessary to perform the environmental review, design of the preferred alternative may be advanced through preliminary engineering concurrent with preparation of the EIS.

The environmental review will be conducted in accordance with the requirements of NEPA, SEPA and associated environmental regulations including the National Historic Preservation Act (NHPA) Section 106, the Endangered Species Act (ESA) and the Marine Mammals Protection Act (MMPA). The draft EIS is expected to study the locally preferred alternatives and a No-Build alternative. KT will serve as the lead agency for purposes of SEPA environmental review and FTA will serve as the lead agency for NEPA.
