Tolt 2 Transmission Main Replacement, City of Duvall
RECEIPT OF BIDS: Sealed Bids will be received by the City of Duvall until 1:00 p.m. (as determined by the clock in the Clerk’s office) on Thursday, November 16, 2023. Bids may be hand-delivered to City Hall, 15535 Main Street NE, Duvall, Washington 98019, or mailed to the mailing address of P.O. Box 1300, Duvall, Washington 98019. The postal service will not deliver bids mailed to the physical address set forth for hand-delivery of Bids. Any Bids received after the specified time and date will not be considered.
OPENING OF BIDS: The Bids will be opened and read at 2:00 p.m. on Thursday, November 16, 2023, at the above-mentioned office of the City of Duvall. Comments and questions will not be accepted during the bid opening. Bid results will be posted on the Builder’s Exchange project website and provided upon request.
COMPLETION OF WORK: The Work must be completed within 60 working days after the commencement date stated in the Notice to Proceed.
DESCRIPTION OF WORK: The proposed improvements for the Tolt 2 Transmission Main Rehabilitation Project consists of the replacement of approximately 2,800 LF of existing 10-inch AC water main located along the Tolt 2 pipeline between NE Big Rock Road and Tolt River pipeline. The replacement of the existing main will include the installation of a new 12-inch diameter HDPE pipeline by method of open-cut and approximately 855 LF of horizontal direction drilling (HDD) to mitigate impacts to existing sensitive areas within the project limits. The proposed improvements for this project also include two connections to existing main including one connection by “hot-tap,” pavement restoration, and removal and disposal of approximately 450 LF of AC watermain.
AWARD: Award will be based on the lowest responsive bid at the City’s sole discretion.
SITE OF WORK: The Project is located in unincorporated King County, Washington, along the Puget Sound Energy transmission line corridor between NE Big Rock Road and the Tolt River pipeline.
OBTAINING CONTRACT DOCUMENTS: Plans, specifications, addenda, and the bidders (plan holder) list for this project may be viewed online from Builders Exchange at http://www.bxwa.com. To access on-line, click on “Posted Projects,” “Public Works,” “City of Duvall,” and “Project Bidding.” Bidders must register with Builder’s Exchange to be notified of addenda and new documents on this project. It is the Bidder’s responsibility to check for addenda and other new documents online. Plan sets will not be sold through the City of Duvall, though informational copies of plans and specifications are on file at the office of the City of Duvall.
BIDS TO REMAIN OPEN: The Bidder shall guarantee the total Bid price for a period of 60 calendar days from the date of Bid opening.

All bid proposals must be on the form provided and must be accompanied by Bid security in the form of certified check, cashier’s check, or Bid Bond in an amount equal to five percent (5%) of the amount of the Bid proposal. Should the successful Bidder fail to enter into the Agreement and furnish satisfactory performance and payment bonds within the time stated in the Contract Documents, the Bid Security shall be forfeited to the City of Duvall.
OWNER’S RIGHTS RESERVED: The City of Duvall reserves the right to reject any or all Bids and to waive informalities in the bidding process. The Agreement will be awarded to the lowest responsive, responsible bidder as it may best serve the interest of the City of Duvall.

SUPPLEMENTAL RESPONSIBLE BIDDER CRITERIA: Supplemental Responsible Bidder Criteria will apply to this project and are included in the 00100 Instructions to Bidders section, Item 17. In a timely manner, Bidders may request, in writing, that the City modify the supplemental criteria. The City reserves the right to modify or not modify the supplemental criteria in its discretion. The City shall issue an Addendum, prior to the Bid Due Date, should it modify the supplemental criteria. The City shall not modify the supplemental criteria after the Bid Due Date; therefore, Bidders are encouraged to discuss with the project manager immediately, no later than 48 hours before the Bid Due Date, the relevancy of the supplemental bidder criteria.
Any bidder determined to be not responsible based on these supplemental criteria may appeal the City’s determination by providing additional information to the City within two (2) business days following receipt of the City’s written determination that the bidder was determined not responsible.
