Background and Purpose
The Washington State Health Care Authority, hereafter called “HCA,” is initiating this Request for Qualifications and Quotations (RFQQ) to solicit Bids from firms interested in participating on a project to provide analytical services and a written report to the Health Care Cost Transparency Board (HCCTB) as defined by the Revised Code of Washington (RCW) 70.390.
HCCTB was signed into law for the purpose of reducing the cost of health care, increasing price transparency, and setting benchmarks for the annual rate of growth of total health care spending in Washington State. HCCTB, in consultation with HCA, identifies health care providers and payers that exceed the established benchmark.
Previously, HCA worked with a third-party organization to complete the beginning stages of the analytical review. HCA is releasing this competitive solicitation to seek Bidders interested in completing the remaining work for this project.
The purpose of this RFQQ is to solicit qualified Bidders to review and potentially augment work to date, in order to deliver a final presentation and written report. Work to date includes data, research, and presentation materials.

Objectives
Bidders will analyze total health care expenditures in Washington, identifying trends in health care cost growth to produce a final written report and deliver a presentation. The written report, which will include existing and potentially new research and data, will be submitted to HCCTB. Bidders will use data sets for the years approximately 2020-2023 to meet the objectives of this RFQQ. The due dates for the presentation and written report will depend on the final 2024 schedule from HCCTB.
The audience for this work will be HCCTB and other HCA agency executives.
HCA intends to award one contract to provide the services described in this RFQQ.
Minimum Qualifications
The following are the minimum qualifications for Bidders:
- Licensed to do business in the state of Washington or provide a commitment that it will become licensed in Washington within 30 calendar days of being selected as the Apparent Successful Bidder.
- Five (5) years’ experience with the health care industry, with one or more project(s) related to Health Care Costs Analysis and Reporting.
- Five (5) years’ experience on one or more project(s) with government partners (municipal, county, state, federal, etc.)
- Five (5) years’ experience successfully managing projects involving multiple business/program partners, across agency/enterprise wide.
