RFP TO PROVIDE PROFESSIONAL ARCHITECTURAL AND ENGINEERING SERVICES FOR DESIGN OF CLONEY PARK FULLY INCLUSIVE PLAYGROUND

The City of Longview is soliciting interested qualified, experienced professional consulting firms with expertise in Architectural, Cultural and Civil Design for Universally Accessible (UA), ADA Compliant and All-Inclusive Playground Design and Bid Ready Documents.

Construction services shall be considered optional at the time of execution of the initial contract as provided in the scope of work.

The City of Longview reserves the right to amend terms of this “Request for Proposals” (RFP), to circulate various addenda, or to withdraw the RFP at any time, regardless of how much time and effort consultants have spent on their responses.

Project Description

The purpose of this project is to develop bid ready contract documents for a universally accessible (UA), ADA compliant and all-inclusive playground at Cloney Park Located in Longview, WA at 2840 Douglas Street. This park includes Area A (existing playground) from the Recreation Office at 2920 Douglas Stret to 28th Ave, and Area B (skatepark and BMX bike track) from 28th Ave to Nichols Boulevard.

Recently, the City of Longview Parks and Recreation Department prepared a conceptual plan / rendering for Area A - Cloney Park Fully Inclusive Playground. Utilizing this conceptual plan, the consultant will develop and prepare the following scope of services:

Task A. Preliminary Design and Environmental Review and Permits:

Prepare all documents, drawings and reports necessary to comply with the State Environmental Policy Act (SEPA), Cultural Resource, and to apply for and obtain all permits and licensees required from state, local and other affected agencies. Environmental and cultural review will be prepared for Area A and area B of the park. Provide preliminary design to include survey, utility connection, restroom, parking location determination.

Task B. Final Drawings and Bid Documents with Cost Estimate and Schedule:

Using the preliminary conceptual plan, prepare bid ready construction documents (bid plans and specifications), cost estimate and schedule. This phase will include development of 60%, 90% and bid ready construction documents, cost estimate and schedule.

Task C. Design Support During Bidding and Construction:

Provide assistance to the City with other architectural services as required during bidding, award of the project and construction of the project as determined in the subsequent phases.

Evaluation Criteria

Submittals will be evaluated and ranked based on the following criteria:

1) Experience and Qualifications of key personnel and sub consultants          (25 pts)

2) Project Understanding and Knowledge of relevant technical area – UA        (25 pts)  

3) Experience with Inclusive Playspaces and Cultural Recourses Work                         (15 pts)

4) Past Performance on similar size projects /References                                               (15 pts)

5) Ability to meet schedule                                                                                      (10 pts)

6) Quality, clarity and completes of submitted proposal                                      (10 pts)

Submittal

Proposals shall be submitted to Ivona Kininmonth, Project Manager, City of Longview, Public Works Department, 1525 Broadway / PO Box 128, Longview, WA 98632 no later than 3:00 p.m. on January 16, 2024. Submit four bound and one unbound hardcopies of the RFP.

It is the sole responsibility of the Consultant to learn of Addendum, if any. Such information may be obtained from the Builder’s Exchange of Washington web site, http://bxwa.com. The City accepts no responsibility or liability and will provide no accommodation to bidders who fail to check for addenda and submit inadequate or incorrect proposal.

Funding

This project is funded through Recreation and Conservation Office (RCO) Planning for Recreation Access Grant. Additional funding may be secured from Community Development Block Fund (CDBG) and WA State legislature funding. Federally funded projects will be held to Federal EEO requirements.
