Invitation to Bid No. 23BB0803-Olympic Corridor and In-Betweens Fiber Construction Project

Sealed bids will be received by the PUD No. 1 of Jefferson County, located at 310 Four Corners Rd., Port
Townsend, WA 98368, until 3 p.m. Pacific Time, January 31, 2024, for the general contract for construction
of broadband fiber construction in the District’s Olympic Corridor. Bidder shall provide a hard copy of all
documents to be submitted in the bid package. In addition, the Bidder shall also include a USB memory
stick with a copy of their bid in electronic searchable PDF format. The Unit Pricing Table within the Bid
Proposal Form shall be in the original Excel Spreadsheet file structure.

The project consists of constructing approximately 78.79 miles of buried mainline fiber and 47.87
miles of buried drop fiber to 1,470 establishments in the Owner’s newly defined Exchanges of Gardiner
and Quilcene. Fiber placement will be accomplished through the use of directional boring conduit and
pulling the fiber into the conduit or through the use of cable plows capable of knifing conduit or fiber
below the surface. Structure placement will include above grade pedestals and at grade fiber optic hand
holds. The Owner will be placing new aerial fiber optic plant that will tie into the fiber placed under this
contract. The successful Contractor will need to coordinate with the Owner’s aerial crew to facilitate
leaving the appropriate coils at aerial to buried transition points. This project will include fiber optic
splicing for both the aerial and buried splice locations.

Availability of Bidding Documents: Free-of-charge access to project bid documents (plans, specifications,
addenda, and Bidders List) is provided to Prime Bidders, Subcontractors, and Vendors by going to
www.bxwa.com and clicking on "Posted Projects", "Public Works", and "Jefferson County PUD #1". This
online plan room provides Bidders with fully usable online documents with the ability to: download, view,
print, order full/partial plan sets from numerous reprographic sources, and a free online digitizer/take-off
tool. It is recommended that Bidders “Register” in order to receive automatic e-mail notification of future
addenda and to place themselves on the “Self-Registered Bidders List". Bidders that do not register will
not be automatically notified of addenda and will need to periodically check the on-line plan room for addenda issued on this project. Bid Forms: All proposals must be made on District provided Bid Proposal forms in accordance with the Instructions to Bidders.

Late Proposals: Bids received after the Sealed Bid Time will not be considered. Bidders accept all risks of late delivery, regardless of fault. The District is not responsible for any costs incurred in response to this Public Works proposal process.

Bid Security: A certified or bank cashier’s check for 5 percent of the bid amount, payable to the PUD No. 1 of Jefferson County (JPUD), or bid bond executed by a licensed bonding company is required with each bid.

Rejection of Bids: JPUD shall have the right to reject any or all bids not accompanied by bid security or data required by the bidding document or a bid in any way incomplete or irregular.

Bid Opening: The bids will be publicly opened at 3 p.m., January 31, 2024, at the PUD No. 1 of Jefferson County office, located at 310 Four Corners Rd., Port Townsend, WA 98368.

General contractors and all subcontractors shall be licensed to conduct business in Washington State.
