As the urbanized area population which Kitsap Transit serves has recently surpassed the 200,000 persons threshold for which the Federal Transit Administration (FTA) requires Title VI reporting. Kitsap Transit is soliciting proposals from qualified vendors to provide assistance in analyzing regular service changes or fare changes for equity population impacts. Kitsap Transit needs assistance in creating these reports for the first year and for a replicable process to be created that can be used by Kitsap Transit staff in future years that meets the FTA requirements.. The Work consists of conducting a gap analysis, develop a replicable process, and conduct equity analysis of service/fare changes for the first year.
