City of Mukilteo Notice for On Call Contracts 2024 Request for Qualifications (RFQ)

NOTICE OF REQUEST FOR QUALIFICATIONS

 

PROJECT NAME: On-Call Services

 

DUE DATE: Thursday, February 15, 2024, at 3:00 PM

 

PURPOSE: The City of Mukilteo is requesting Statement of Qualification’s (SOQ’s) from qualified professionals for on-call consulting services for the following fourteen (14) subject areas, 1) Land Use/Community Planning, 2) Environmental, 3) Archaeological/Cultural Resources, 4) Arboricultural, 5) Surveying, 6) Geotechnical, 7) Engineering, 8) Construction Management and Inspection, 9)Surface Water Planning and Technical Consulting; 10)Transportation Planning and Technical Consulting; 11) Right- of -Way and Property Acquisition; 12) Public Outreach/Graphic Design; 13) Landscape Architect; 14) Building Inspection and Plan Review.

Consultants may request to be considered for one or more of the above subject areas and will provide a variety of on-call services to the City as needed.

The on-call contract will be for one (1) year with an opportunity for two (2) one (1) year extensions upon mutual agreement.  The City may choose to select more than one consultant to provide these services, even within a specific subject area.

At this time the City has no specific projects budgeted for 2024.  The City provides no guarantee that projects will become available. 

SUBMITTAL: Email to Matt Nienhuis, Public Works Director, at mnienhuis@mukilteowa.gov, no later than Thursday, February 15, 2024, at 3:00 PM deadline indicating your interest in the project. Emails shall include:  Firm name, contact information, a list of which subject areas you requesting to be considered for in providing services, a link to your website, a cover letter that briefly describes your firm and your interest being selected for the City’s on-call roster (limited to one (1) page, minimum 11-point font), a short description of your firm’s experiences and abilities in the subject area in which you are submitting (limited to a maximum of two (2) pages per subject area, minimum 11-point font), and a separate list of references for each subject area (limited to three (3) references per subject area).

The City will provide a confirmation email confirming receipt of your interest in the proposal. Emails received after the deadline, and all hard/paper copy submittals will be disregarded.

The selection process will consist of a review committee consisting of various City staff who will evaluate and rate the proposals.  Following the evaluation, the City will check references, and possibly conduct informal interviews prior to making a final decision.

The City of Mukilteo reserves the right to reject any and all responses to this RFQ and to waive any informality in the interests of the City.

The City of Mukilteo in accordance with Title VI of the Civil Rights Act of 1964, 78 Stat. 252, 42 U.S.C 2000d to 2000d-4 and Title 49, Code of Federal Regulations, Department of Transportation, subtitle A, Office of the Secretary, Part 21, nondiscrimination in federally assisted programs of the Department of Transportation issued pursuant to such Act, hereby notifies all bidders that it will affirmatively insure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises as defined at 49 CFR Part 26 will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, national origin or sex in consideration for an award.
