Port of Bellingham - Bellwether Building HVAC System Evaluation

The Port of Bellingham (Port) has issued this Request for Professional Services (RFPS) to solicit written responses from qualified mechanical engineering consultant firms interested in completing an evaluation of the existing HVAC system components and controls of a Port owned Class A office building. This evaluation is being completed in order to determine possible alternatives for future upgrade or replacement of the existing system. Future work may include system design, permitting, and construction phase support. Supporting documents are available for viewing and download at https://www.portofbellingham.com/bids.aspx.

It is anticipated the successful respondent will have experience and expertise with the following project elements:

Alternatives Analysis Phase

  • Project Management: Scheduling, contract administration, coordination with owner, regulatory agencies, utilities and project stakeholders.
  • Information Gathering and Evaluation: Evaluation of existing system components including review of record drawings, verification of site conditions, status of compliance with Clean Buildings Performance Standards, and assessment of existing equipment condition.
  • Alternatives Analysis: Identify options for replacing existing system in-kind, or replacing existing system with equipment that may provide improved energy efficiency, reduced greenhouse gas emissions, and/or increased occupant comfort.
  • Utility Rebate Procurement: Identify opportunities for grant funding or utility rebates to reduce project costs or incentivize increased system performance.
  • System Alternatives Report: Develop conceptual replacement alternatives with cost estimates and identify a recommended replacement option. This should include separate cost estimates for design phase consultant support, construction phase consultant support, and public works construction costs. This should also include an estimated reduction in energy use intensity as a result of the proposed alternatives.
  1. System Design and Permitting Phase
  • Design: Provide typical 30/60/90% review sets of construction plans and specifications for bid based on selected alternative. Provide updated cost estimates at each design milestone.
  • Permitting: Identify and procure any required permits to complete the work.
  • Funding: Identify and support owner in procuring grant funding or utility rebate opportunities
  • Bidding: Review contractor questions and modify contract documents as required for bid addenda
  • Note: Design phase support is not currently budgeted. Budget is anticipated to be identified for this phase following the completion of the alternatives analysis and the selection of a preferred alternative.
  1. Construction Phase
  • Submittal review: Review submittals for conformance with plans and specifications
  • RFI Review: Review and provide written responses for contractor’s Requests For Information (RFI)
  • Construction Inspection: Provide field inspection services to ensure construction is in conformance with project plans and specifications
  • Close Out: Complete punch list walk through and assist with ensuring commissioning of equipment meets performance requirements for setpoints and occupant comfort.
  • Note: Construction phase support and public works construction are not currently budgeted. Budget is anticipated to be identified for this phase following the completion of the design and bidding phase.
