CITY OF KENT PUBLIC NOTICE TO CONSULTANTS FOR

REQUEST FOR QUALIFICATIONS (RFQ)

The City of Kent solicits interest from professional consulting firms with expertise in administration and management of federally funded Public Works Construction Projects.  This agreement is expected to be awarded in August 2024 and will be approximately 200 working days in duration with the option for the City of Kent to extend it for additional time and money if necessary.  Consultants will be considered for the following project.

The City of Kent reserves the right to amend terms of this “Request for Qualifications” (RFQ) to circulate various addenda, or to withdraw the RFQ at any time, regardless of how much time and effort consultants have spent on their responses.

Project Description

The work to be performed by the CONSULTANT consists of the following:

Thoroughly record and track all federal funding documentation requirements as outlined in WSDOT’s Local Agency Guidelines Manual during construction; materials sampling, specialty inspections, testing and reporting service; geotechnical monitoring, inspection and reporting service; overall site inspection including thorough record keeping related to contractor progress and activity; photo and video documentation of all existing surrounding property conditions including structures, current landscape conditions, and other pre-existing improvement conditions within and around the project site.  The proposed construction project will extend the Meet Me On Meeker improvements through the 64th Ave intersection along the south side of Meeker St. across the Kent Elementary School frontage. Work at the intersection of Meeker and 64th Ave includes curb bulb-outs, bus bulb-out, four new cement concrete crosswalks, pedestrian scale illumination, and ADA curb ramps. From the intersection the Meeker promenade will be extended 750’ east which includes construction of a cement concrete separated 2-way bicycle path, median islands, pedestrian lighting, landscaping, and a rapid flashing beacon with a cement concrete raised mid-block pedestrian crossing.  The project has a mandatory 15% DBE goal during construction and 19% DBE goal for consultant services contracts. The major features of the project are as follows:

· Removal of approximately 1,800 SY of existing asphalt pavement and concrete sidewalk.

· Planing approximately 1,900 SY of existing asphalt.

· Paving approximately 440 tons of hot mix asphalt.

· 600 LF of CIP concrete curb.

· 1,300 SY of sidewalk, and driveways, with multiple decorative features and patterns.

· Furnish and installation of Meeker Street Standard Bicycle Racks (2 EA), Benches (2 EA), Litter Receptacles (1 EA), Freestanding Planters (2 EA), and Heavy Duty Bollards (2 EA).

· 22 LF of new storm sewer pipe associated with the installation of 1 EA CB, Type 1, 1 EA 96” Saddle SDMH, and 1 EA 72” Saddle SDMH.

· Installation of a new Meeker Street Standard illumination system with 2 EA Dual Pedestrian Luminaire and Pole, 3 EA Street Luminaire and Pole, 3 EA Street Accent Bollard Lighting, and 6 EA Pedestrian Pushbutton Posts.

· 1,250 feet of permanent channelization.

The construction is expected to begin in August 2024. There are 145 working days.

The City of Kent reserves the right to retain the services of the successful firm(s) for any subsequent phases associated with this project.

Evaluation Criteria

Submittals will be evaluated and ranked based on the following criteria:

  1. Qualifications of proposed project management team
  2. Qualifications/expertise of firm
  3. Ability to meet schedule
  4. Approach to project
  5. Familiarity with WSDOT/FHWA standards
  6. Past Performance/References
  7. Approach to meet the DBE goal (DBE Participation Plan)

Submittal

Submittals should include the following information:  Firm name, phone and fax numbers; Name of Principal-in-Charge and Project Manager; and number of employees in each firm proposed for the project.

Please submit FOUR copies of your Statement of Qualifications to: City of Kent City Clerk’s office; 220 Fourth Ave. S., Kent, WA 98032-5895 no later than 3:00 p.m. on July 16, 2024.
