CITY OF KENT PUBLIC NOTICE TO CONSULTANTS FOR

REQUEST FOR QUALIFICATIONS (RFQ)

Earthworks Sediment Pond Culvert Replacement
City Project Number: 24-3008

The City of Kent is soliciting for qualifications from professional consulting firms with experience designing in-stream culvert replacements that meet Washington Department of Fish and Wildlife (WDFW) fish passage requirements and have experience working in public park facilities.

Project Description
The City of Kent is seeking consultant services to prepare preliminary designs to replace two existing 30-inch corrugated-metal culverts (see included exhibit) with a larger single span structure meeting WDFW fish passage requirements.  The existing culverts are located in-channel and downstream of a sedimentation pond for Mill Creek, and within Earthworks Park (see included exhibit).

The major deliverables of this project include:

  • Feasibility study
  • Cultural resource survey
  • Ordinary high-water delineation and wetland delineation
  • Geotechnical report
  • Biologic assessment
  • Hydrologic and hydraulic report
  • Preliminary landscape restoration plan
  • Preliminary design
    • Including plans, cost estimate, and schedule

The contract covering this project work is expected to last 12 months.

Submittal Requirements
Interested firms shall submit a Statement of Qualifications with the following information:

     A.  A cover letter from the lead firm containing the name, address, daytime phone number(s) and e-mail contacts for the lead firm and any
          partnering firm(s). The lead firm’s primary contact person shall be identified along with any individuals who will be authorized to act on behalf of the firm and any                partnering firm(s). The letter shall bear the signature of the person authorized to act as the legal agent of the lead firm.

     B.  Basic firm information:
              1.  Organizational background
              2.  Key members and qualifications of the project team

     C.  A confirmation of the availability of the lead firm, its partnering firm(s), and key staff to provide services in a timely manner, and a showing of commitment to the                 importance of this project.

     D.  An explanation of the firm’s understanding of the project, including the firm’s proposed approach to the project, including but not limited to, all the major                               project deliverables noted within the Project Description.

     E.  Examples of prior work that demonstrate the ability of the firm to meet the objectives of the project.

To ensure timely review, Statements of Qualifications should not exceed 30 pages in length.

Please submit four hard (paper) copies of the Statement of Qualifications as well as a PDF copy on non-returnable media (e.g., thumb drive) no later than 3:00 p.m. on July 23, 2024, to:

Terms and Conditions
The City of Kent reserves the right to reject any and all responses to this “Request for Qualifications” (RFQ), waive irregularities and informalities in the submittal and evaluation process, amend terms of this RFQ to circulate various addenda, or to withdraw the RFQ at any time, regardless of how much time and effort consultants have spent on their responses. This RFQ does not obligate the City to pay any costs incurred by respondents in the preparation and submission of a response. This solicitation does not obligate the City to accept or contract for any express or implied services.

Schedule
It is anticipated that a short-list of consultants will be prepared, and interviews completed by the City. The City’s goal is to adhere to the timeline below:  

  • Project first advertised:  July 2, 9 and 16, 2024
  • Submittal Deadline:  July 23, 2024
  • Target Shortlist Selection:  July 26, 2024
  • Interviews (As needed):  July 31 – August 2, 2024
  • Final Selection:  August 9, 2024

Evaluation Criteria
Submittals will be evaluated and ranked based on the following criteria:

  1. Qualifications/expertise of proposed project management team with the following:
         a.  Design of creek crossings – hydraulic, structural, and geotechnical
         b.  Fishery/natural resources ecology
         c.  Parks and landscape design
  2. Overall approach to the project
  3.  Ability and Availability to meet project schedule
  4. Team member experience with similar or comparable projects
  5. Consultant firm and subconsultant(s) past performance/references
