Luminaire Level Lighting Control Program: Market Progress Evaluation Report #3
NEEA seeks to engage a qualified evaluation contractor to conduct the third Market Progress Evaluation Report (MPER) for its Luminaire Level Lighting Controls (LLLC) Program. The long-term goal of the Program is for LLLC to become standard practice for commercial new construction, renovation, and retrofit projects when technically applicable. The selected contractor will conduct an evaluation to address the following research objectives:
1) Review and verify that the Program has conducted the strategic activities described in their quartlerly strike zone documents and outlined in their logic model since the previous MPER.
2) Track identified market progress indicators focused on measuring the reduction of identified market barriers and conduct year-over-year analyses when indicated, in order to report progress on several Program outcomes predicted by the Program’s logic model.
3) Conduct market research to describe the rationale of buyers and sellers of LLLC that include it in their initial project plans, but do not follow through with the purchase or sale.
