5842 On-Call HazMat Abatement Services - REQUEST FOR COMPETITIVE PROPOSALS
PROJECT DESCRIPTION: The Seattle Housing Authority, hereinafter referred to as SHA and/or Owner, is soliciting proposals from experienced General Contractors, hereinafter referred to as Contractor and/or Proposer provide Asbestos and Lead Abatement Services for the removal, transport, and disposal of abated materials. More specifically, services shall encompass all phases of asbestos and/or lead abatement including but not limited to: removal or encapsulation of asbestos-containing or lead-containing materials; all regulatory authorizations and notification; and cleanup, containment, removal and disposal of related abatement materials (excluding disposal of materials that designate as dangerous waste), as well as implementation of sufficient engineering controls and means for the chosen method of abatement.) Materials resulting from abatement and classified as dangerous waste under Environmental or Safety Laws shall not be disposed of but instead shall promptly be secured and SHA’s Project Manager contacted for further instructions.
LOCATION: Various locations in Seattle
ESTIMATE: The project cost is estimated to be $250,000 for a one year contract.
PROPOSAL SUBMITTAL: Sealed proposals will be received for this project by the Seattle Housing Authority (SHA) at its offices at 101 Elliott Ave W, Suite 100, Seattle, WA 98119, only up to 2:00PM, on Thursday, September 19, 2024. Proposals received after 2:00PM will not be accepted.
The outside of all bid envelopes must be clearly labeled with the following information: "Bid Documents," name of project, date and time of opening, the bidder’s business name, address, and telephone number.
- PRE SUBMISSION MEETING: There will be one Pre-Submission meeting available to bidders. Due to the as-needed nature of this project, a site visit is not possible.
The Pre-Submission Meeting will be held on Teams.
The meeting is scheduled for: 9:00a.m., on Friday, September 6, 2024.

Questions of a general nature may receive a response during the meeting/site visit; however, no questions will be answered by SHA that appear to cause unfair advantage to all proposers. Questions of that nature will be required to be submitted in writing by the date and time indicated in the Administrative and Technical Questions section below.
OBTAINING BID DOCUMENTS: PLANS, SPECIFICATIONS, ADDENDA, AND PLANHOLDER’S LIST for this project will be available on-line through Builder’s Exchange of Washington, Inc. at bxwa.com. Access to project bid documents is provided to Prime Bidders, Subcontractors, and Vendors by going to bxwa.com and clicking on "Posted Projects", "Public Works", "Seattle Housing Authority", and “Projects Bidding”. This online plan room provides Bidders with fully usable online documents with the ability to: download, view, print, order full/partial plan sets from numerous reprographic sources, and a free online digitizer/take-off tool. It is recommended that Bidders “register” in order to receive automatic e-mail notification of future addenda and to place themselves on the “Self-Registered Bidders List". Bidders that do not register will not be automatically notified of addenda and will need to periodically check the on-line plan room for addenda issued on this project. PLAN CENTERS/PROJECT DOCUMENTS: A copy of the Project Bid Documents may be viewed at the Seattle Housing Authority’s office. The following Plan Centers were also notified of the opportunity: McGraw-Hill Construction Plan Center (Seattle, Tacoma); Reed Construction Data (Kirkland); Associated Subcontractors of Washington, Inc. (Tacoma); Builders Exchange of Washington (Everett); Valley Plan Center (Kent); Contractor’s Resource Center (Seattle).
ADMINISTRATIVE AND TECHNICAL QUESTIONS: Administrative and Technical questions regarding this project must be received in writing no later than 5:00pm on Monday, September 9, 2024, and be directed to Veronica Sharp, Design and Construction Contract Administrator, by email to purchasing@seattlehousing.org. Questions will be answered via Addendum. Questions received later than the date and time above will not be answered.
BID GUARANTY: Each proposal must be accompanied by a surety company bid bond, or a certified or cashier’s check payable to the order of Seattle Housing Authority for a sum not less than five percent (5%) of the total amount of the estimated project value.
SOCIAL EQUITY CONTRACT REQUIREMENTS – Section 3, MWBE, EEO, and Apprenticeship: The Seattle Housing Authority strongly encourages Minority-Owned (MBEs) and Women-Owned Businesses (WBEs), socially and economically disadvantaged business enterprises, HUD Section 3 businesses, Veteran-owned and small businesses to submit bids, to participate as partners, or to participate in other business activities in response to this solicitation. This Contract includes HUD Section 3 resident and business utilization goal requirements, WMBE utilization goal requirement, apprenticeship participation goal requirement, and an aspirational women and minority employment workforce goal.

BIDDERS/SUBCONTRACTORS INFORMATION (for projects estimated over $1 million): The Bidder is required to provide information for a Bidder/Subcontractors List. Failure to provide the information required on the completed form and submit it with the bid renders the bid void.
RIGHTS RESERVED: SHA reserves the right to cancel this invitation to bid, to waive as an informality any irregularities in bids, to reject any and all bids, and accept the lowest responsive bid from a qualified and responsible bidder.
