P22004: I-5 Bridge Decorative Fence

The City of Ridgefield is seeking bids from highly qualified contractors to provide all labor, supplies, equipment and materials to remove the existing fence, and fabricate and install a new decorative fence on both sides of the Pioneer Street (formerly SR 501) bridge overpass across both lanes of I-5 at the Ridgefield exit (Exit 14). The contractor will also facilitate all related temporary traffic control measures in coordination with WSDOT and the City of Ridgefield. All work shall be completed in accordance with the attached Contract Plans, Contract Provisions, and Specifications.

The fence system will include metal posts and balusters interlaced with a welded wire fabric screen, and the artwork will consist of a series of two-dimensional sandhill cranes in different stages of flight affixed to the fence. The artwork is fabricated and installed by others. Each fence will have art at 15 locations with plates on both the freeway and overpass sides, totaling 60 artwork plates. The existing bridge railing will be removed, and the decorative fence will be attached to the top of the bridge barrier. The contractor will coordinate with the artist to allow the artwork to be attached to the overpass screens prior to installation.

Much of the work will be completed at night or during lower traffic periods. WSDOT will require partial or full closures of I-5 for any work over the freeway. These closures are expected to occur at night, with traffic diverted via the exit and corresponding entrance ramps in each direction on I-5. WSDOT’s preference is to minimize the closures and undertake as much of the installation work as possible during a single shutdown period. A traffic control plan concept is included in the Contract Plans. The contractor will work with WSDOT to get the necessary traffic control permits in advance of the installation work. There may be periodic lane or full closures along Pioneer Street for equipment to install the structural and art components. The contractor shall provide temporary traffic control measures to accommodate this work.

The Work shall be Physically Complete by May 31, 2025.

A voluntary Pre-Bid Meeting is scheduled for 8:00 a.m. on Wednesday, October 2, 2024 in the RACC Conference Room located at 510 Pioneer Street, Suite B, Ridgefield, WA 98642 with an option to attend virtually.

Bid packages may be viewed and downloaded via the City’s e-Procurement Portal at https://procurement.opengov.com/portal/ridgefieldwa. Bidders are required to register for a free account via the City’s e-Procurement Portal hosted by OpenGov Procurement. Once the bidder has completed registration, you will have access to download the Invitation to Bid and will receive addenda notifications to your email by
clicking “Follow” on this project. Ultimately, it is sole responsibility of each bidder to periodically check the site for any addenda at
https://procurement.opengov.com/portal/ridgefieldwa.

All project or contract language specific questions, requests for substitutions or changes, or requests for clarification must be submitted via the City’s e-Procurement Portal, located at https://procurement.opengov.com/portal/ridgefieldwa by 4:00 p.m. on Friday, October 4, 2024. Incomplete or late inquiries may not be considered.

Bidders will have the option of submitting their packets online via the City’s e-Procurement Portal hosted by OpenGov Procurement, by hand delivery, or United States Postal Service.

If choosing to submit online, electronic sealed bids must be received by the City through the City’s e-Procurement Portal located at https://procurement.opengov.com/portal/ridgefieldwa no later than 4:00 PM (Pacific Time) Thursday, October 17, 2024. This is the preferred method. Submissions received after the specified time will not be accepted. The City’s e-Procurement Portal Clock is the official clock for the determination of all deadline dates and times. Without exception, responses will not be accepted after the submission deadline regardless of any technical difficulties such as poor internet connections. The City strongly recommends completing your response well ahead of the deadline. Bids received by fax or E-mail will not be accepted.

If the electronic submission process is not an option, the City will also accept hand delivered or mailed submissions that shall be placed in a sealed envelope which clearly states the name of the bidder, the date of the bid opening, and the title “I-5 Bridge Decorative Fence”. Hand delivered submissions shall be delivered to Ridgefield Administrative and Civic Center (RACC) building, 510 Pioneer Street, Suite B, Ridgefield, Washington 98642. Submissions that are not received by bid closing of 4:00 p.m. local time, Thursday, October 17, 2024, will not be considered complete and will be forfeited.

Submissions delivered via United States Postal Service shall be enclosed in another envelope that is addressed to the attention of the Procurement Coordinator, City of Ridgefield, P.O. Box 608, Ridgefield, Washington 98642. Mail to the City of Ridgefield is received by 10:00 a.m. each day. Bidders may call the Procurement Coordinator to verify receipt of their submission. Submissions that are mailed and not received by bid closing of 4:00 p.m. local time, Thursday, October 17, 2024, will not be considered complete and will be forfeited.
