Boston Harbor Water Main Replacements and Inflow and Infiltration Reduction Project
- NOTICE TO BIDDERS. Sealed bids will be received by the Clerk of the Board at 3000 Pacific Avenue SE, Olympia, WA 98501, only until 10:00am, October 31, 2024 for the following:
Boston Harbor Water Main Replacements and Inflow and Infiltration Reduction Project, CP #A511B and A053B
Major work items include: replacement of water main and laterals, service connections to water main, fire hydrants, water system distribution valving and appurtenances, and surface restoration. Also includes various repair of STEP tank appurtenances (lids, risers, floats, splice boxes), replacement of existing STEP tanks, and site restoration. Following Notice to Proceed, a suspension of work will be issued until April 2025. The Contractor shall begin work at a mutually agreed upon day in April 2025 as approved in writing following award. The project will be completed within 140 days.
Cost estimate range: $2,700,000 to $3,300,000.
Such bids will be publicly opened and read at 10:05am on October 31, 2024 at 3000 Pacific Avenue SE, Room 110, Olympia, WA 98501.
- BIDDING DOCUMENTS. Bidding documents containing maps, plans and specifications are those prepared by KPFF Consulting Engineers. Plans, specifications, addenda and plan holders lists are available online through the Builders Exchange of Washington website at www.bxwa.com for inspection during the bidding period. Plans and specifications are also available for viewing at Thurston County Public Works Department, 9605 Tilley Road S, Suite C, Olympia, WA. (Note: Bidders are encouraged to “Register as a Bidder” on the BXWA website in order to receive automatic email notification of future addenda and to be placed on the “Bidders List”. This service is provided free of charge to prime contractors, subcontractors, and vendors.)

- SUBCONTRACTOR LISTING RCW 39.30.060. Each bidder must comply with RCW 39.30.060. Each bidder shall submit as part of the bid the names of the subcontractors performing heating, ventilation, air conditioning, electrical, plumbing, structural steel installation and rebar installation work, with whom the bidder, if awarded the contract, will subcontract. The bidder shall not list more than one subcontractor for each category of work identified, except when subcontractors vary with bid alternates, in which case the bidder must indicate which subcontractor will be used for which alternate. If no subcontractor is listed, the bidder acknowledges that it does not intend to use any subcontractor to perform those items of work.
- BID DEPOSIT. All bid proposals shall be accompanied by a bid proposal deposit in the form of a certified check, cashier's check or surety bond in an amount equal to five percent (5%) of the amount of such bid proposal.
- AWARD AND REJECTION OF BIDS. The contract for the public work shall be awarded to the responsible bidder submitting the lowest responsive bid. The Board of Thurston County Commissioners may waive informalities in the bidding, reject any or all bids for good cause, reject a bid not accompanied by any required bid deposit, republish the call for bids, revise or cancel the work, or require the work to be done in another way if the best interest of Thurston County is served.

- FUNDING SOURCE. This project is funded with federal funds through the American Rescue Plan Act, State and Local Fiscal Recovery Funds.
- APPRENTICESHIP. Pursuant to Chapter 15.20 TCC, this project is subject to mandatory apprentice utilization requirements where no less than fifteen percent of the labor hours are to be performed by apprentices.
- DEBARRMENT. Bidders must be registered in SAM.gov. No award will be made to a contractor who has been debarred, suspended, or otherwise excluded from participating in a government procurement.
