CITY OF WEST RICHLAND
REQUEST FOR QUALIFICATIONS
BELMONT RESERVOIR PROJECT
The City of West Richland (City) is seeking Letters of Interest and Statements of Qualifications (hereafter SOQ) from qualified professional engineering firms interested in providing design and construction management services for the Belmont Reservoir Project.
The following expertise and experience will be required: preparation and completion of state environmental documentation and permitting, plans, specifications and estimates, construction management, inspection and documentation services, project close-out documentation all in accordance with the Washington State Department of Health, City Standard Specifications and Details and the WSDOT Standard Specifications.
The project includes the design, permitting, and construction of a new 2MG reservoir. The reservoir will be located within the Watermark Subdivision off Belmont Blvd. No additional land acquisition is anticipated for this project. The reservoir will provide storage and fire flow to the City’s Zone 3 pressure zone. The design of the reservoir shall include incorporation into the existing telemetry system. Programming for the reservoir will be provided by the City under a separate contract. This project is identified in the City’s current (2016) Water System Plan.
Statements of Qualifications shall be limited to ten (10) single sided pages and shall include the following information: Letter of Interest; Qualifications and references; Project Understanding and Approach including schedule; Presentation, Organization and Clarity of SOQ submittal; and Resumes (not included as part of the 10-page limit).
Please submit five (5) hard copies and one (1) PDF on a USB drive of the Statement of Qualifications.

Letter of Interest and Statement of Qualification shall be received at the City of West Richland’s Municipal Services Facility, 3100 Belmont Blvd., West Richland, WA 99353, no later than 3:00 p.m., Tuesday, November 5, 2024.
