Three Lakes Water Association - 171st Ave Water Main Replacement - Phase 3

Notice is hereby given that Three Lakes Water Association, Snohomish, WA, will receive sealed bids for construction of the 171st Ave Water Main Replacement – Phase 3 project. The bids for the above contract will be received at the Association office at 17503 – 58th St SE, Snohomish, WA 98290 until 11:00 am local time on January 29, 2025, at which time the bids will be opened and publicly read aloud. 
 
Principal items of the project are: 
 
Installation of approximately 3,420 lineal feet of 8” ductile iron water main and appurtenances to replace existing 6” asbestos cement water main, water main connections, fire hydrants, reconnection of existing water services, trench restoration and limited pavement overlay, and site restoration.  The project includes four separate work segments varying in length, divided based on ability to complete work and connections to existing system while minimizing interruptions of service. Work may only be conducted on one segment at a time. 
 
The Association intends to complete review of the bids and award a contract at its meeting on February 11, 2025. Contracting is expected to occur later in February and March. The Association does not plan to issue a notice to proceed for work prior to June 2, 2025. 
 
Free-of-charge access to project bid documents (plans, specifications, addenda, and Bidders List) is provided to Prime Bidders, Subcontractors, and Vendors by going to www.bxwa.com and clicking on "Posted Projects", "Public Works", and "Three Lakes Water Association".   This online plan room provides Bidders with fully usable online documents with the ability to: download, view, print, order full/partial plan sets from numerous reprographic sources, and a free online digitizer/take-off tool.  It is recommended that Bidders “Register” in order to receive automatic e-mail notification of future addenda and to place themselves on the “Self-Registered Bidders List".  Bidders that do not register will not be automatically notified of addenda and will need to periodically check the on-line plan room for addenda issued on this project.  Contact Builders Exchange of Washington at (425) 258-1303 should you require assistance with access or registration. Access to project documents is intended for use by bidders (general contractors/prime bidders, subcontractors and suppliers), agency personnel and agency’s consultants, as well as for personal, noncommercial, use by the public. "Harvesting" (downloading, copying, and transmitting ) of any project information and/or project documents for purposes of reselling and/or redistributing information by any other party is not allowed by BXWA. 
 
Project documents are also available for viewing only at the offices of Three Lakes Water Association, 17503 58th St SE, Snohomish, WA 98290, phone 360-568-8022, office hours 9:00 AM to 3:00 PM.  Please call a minimum of two hours in advance to confirm the office will be open at your planned time of visit. 
 
The estimated cost of construction, not including applicable taxes, is approximately $708,800.   
 
Bidders and/or contractors are notified to examine thoroughly the bid instructions, proposals, the form of Contract, Drawings and Specifications.  If there be any doubt or obscurity as to themeaning of same, intending bidders or contractors should ask the Engineers for an explanation before submitting their proposal and/or accepting their Contract.

 
Each bid shall be accompanied by a Bid Bond, Cashier's Check or Certified Check, in the amount of five percent (5%) of the amount bid, made payable to the Three Lakes Water Association, as indicated in the Instruction for Bidders. 
 
The three lowest bids may not be withdrawn for 60 days after the day of bid opening. 
 
The Owner reserves the right to reject any and all bids or waive any informalities in the bidding.

The Contractor and all subcontractors must meet State of Washington Department of Health Drinking Water State Revolving Fund requirements or provisions.  The Contractor and all subcontractors must be licensed to conduct business in Washington State.   
 
All work performed on the project will be subject to the higher of the prevailing state or federal wage rates.
