ITB PW-ST-23-007A - 133rd AVE NE Roadway Extension Intersections – Tunnel Procurement

SCOPE OF WORK: The work to be performed under this contract shall include preparation of engineering calculations and shop drawings, material fabrication and delivery for the pre-cast concrete pedestrian tunnel structures, and other work, all in accordance with the attached Contract Plans, these Contract Provisions, and the Standard Specifications.
These precast structures are part of a larger improvement project of a new intersection with the construction of a roundabout at the intersection of 133rd Ave NE at Woodinville Snohomish Road and Little Bear Creek Parkway. The pre-cast pedestrian tunnel will be installed underground below the roundabout.
Offloading and installation of the precast tunnel structure will be by the City’s Installation Contractor (not known yet).
It is the Contractor's responsibility to adequately review and understand the Scope of Work, facility locations, and all potential hazards and dangers associated with the Work.
SCHEDULE AND DELIVERY:
Estimated Schedule is as follows:
- Award of Contract: 2/19/2025
- Submittal of shop drawings to City: no later than 3/19/2025
- City’s response to shop drawings: no later than 4/18/2025
- Delivery FOB destination (Woodinville, WA): sometime between June 2025 – Sept. 1, 2025 (actual date to be coordinated between all parties)
The Contractor shall deliver the precast tunnel structure on the same day the Installation Contractor arranges to have a crane at the project site to off-load the structure.
The Contractor shall be responsible for protecting and storing the precast tunnel structure at the manufacturer’s facility until delivery to the project site is complete.
BUDGET: The current estimated budget is between $730,000 and $737,000.
BID PROPOSAL SUBMITTAL: All interested and registered Contractors must submit their bid proposal through the Public Purchase portal by 2 pm (local time) on January 30, 2025. Bid proposals received after the due date will not be accepted. There will NOT be a physical public opening of bids. Public Purchase allows for an electronically sealed bid system and as a result all bids must be uploaded in Public Purchase to be accepted. Thus, the public opening of bids will be done electronically on Public Purchase.

Registration is a 2-step process. Step 1 is to register. Step 2 occurs after you receive an activation email from Public Purchase. You will have to log back in, click on the “Tools” tab then, on the “Agencies” tab. This will take you to the Agency search page. In the Agency name box type in “Agency Name”. Leave the “new Agency since” box blank. Make sure Registration Status says “ALL”. Click on “search”. This will bring up the Agency below. To the far right of it you will see “view” and “Register”. Click on the “Register” link to complete the supplier registration with the Agencies. If you do not select “Woodinville” you will not appear to me as a registered vendor and you will not be able to access this ITB or download bid attachments).

Free-of-charge access to project bid documents (plans, specifications, addenda, and ders List) is provided to Prime Bidders, Subcontractors, and Vendors by going to www.bxwa.com and clicking on "Posted Projects", "Public Works", and "City of Woodinville". This online plan room provides ders with fully usable online documents with the ability to: download, view, print, order full/partial plan sets from numerous reprographic sources, and a free online digitizer/take-off tool. It is recommended that Bidders “Register” in order to receive automatic e-mail notification of future addenda and to place themselves on the “Self-Registered Bidders List". Bidders that do not register will not be automatically notified of addenda and will need to periodically check the on-line plan room for addenda issued on this project. All proposals shall be accompanied by a bid deposit in the form of cashier’s check, certified check, postal money order, or a surety bond to the City of Woodinville in the amount of five percent (5%) of the total amount of the bid. An electronic copy of the bid deposit or bond must be submitted with the full proposal on Public Purchase, with the original bid deposit or bond either hand delivered to Woodinville City Hall or mailed to 17301 133rd Avenue NE, Woodinville, WA 98072, Attn: Chista Kouretchian – prior to bid closing. The original must be received by the City at Woodinville City Hall, addressed as directed herein, no later than 5 pm on February 3rd.
PREVAILING WAGE: This Contract is subject to the requirements of Chapter 39.12 RCW, as it may be amended, relating to prevailing wages.
