Pavement Management Project – 154th Ave (Redmond Way to 85th St)
The City of Redmond solicits interest from consulting firms with expertise in Civil and Structural Engineering Design. This agreement will be for approximately 12 months in duration, starting in May 2025 and ending in May 2026, with the option for the City of Redmond to extend it for additional time and money if necessary. Consultants will be considered for the following project.
The City of Redmond reserves the right to amend terms of this “Request for Qualifications” (RFQ) to circulate various addenda, or to withdraw the RFQ at any time, regardless of how much time and effort consultants have spent on their responses. Project Description The work to be performed by the CONSULTANT consists of design services for pavement management, including survey and basemap preparation, utility coordination, environmental documentation, pavement assessment, and bid support. The major features of the project are as follows: • Removing and replacing sections of distressed roadway • Grinding and resurfacing with HMA • Channelization • Installation of vehicle loop detectors to replace existing • Select storm, sewer, and water utility lid upgrades (no pipe replacements scoped) • Aerial traffic control operation plans • Public and private outreach plans
This project has does not have a Condition of Award DBE goal for PE Consultant; however, a voluntary ten percent (10%) Small Business Enterprise (SBE) goal is established. The selected firm(s) will be required to enter into a Local Agency A&E Professional Services Negotiated Hourly Rate Consultant Agreement (published by WSDOT) with Redmond. The City of Redmond reserves the right to retain the services of the successful firm(s) for any subsequent phases (right-of-way, construction management and administration, construction inspection, and record drawing production) associated with this project. Evaluation Criteria Submittals will be evaluated and ranked based on the following criteria: • Experience in designing/surveying the type of project envisioned • Quality of previous performance • Ability to meet contract deadlines • Responsiveness to solicitation requirements • Compliance with statutes and rules relating to contracts or services • Familiarity with WSDOT/FHWA standards • Approach to meet the DBE or SBE goal • References • Staff availability for the project • History of errors and omissions via reference checks Submittal Submittals should include the following information: Firm name, phone and fax numbers; Name of Principal-in-Charge and Project Manager; and Number of employees in each firm proposed to project.
