RFP 24-010QP: PLANNING FOR LOW-EMISSION NEIGHBORHOODS (FHWA - RAISE 1140(082))
The City of Seattle, through its Department of Transportation (SDOT) solicits interest from qualified consulting firms with expertise in Project Management, Project Implementation, Public Outreach & Communications, Public Involvement Support, Planning Services, Data Analysis & Reporting, and Funding Planning.
Project Description
In December 2022, Mayor Bruce Harrell signed an Executive Order directing City departments to work together to prioritize and expand actions that equitably reduce or eliminate greenhouse gas emissions (GHG) within the transportation sector. SDOT received a Rebuilding American Infrastructure with Sustainability and Equity (RAISE) federal planning grant to develop an implementation and funding plan (Plan) to meet the Mayor’s commitment. SDOT seeks consultant services to develop an implementation and funding plan to support having at least three low-pollution neighborhoods in place by Q1 2028.
The Scope of Work for this project will likely include the following general tasks or activities. We strongly encourage consultant firms/teams to propose alternative approaches that introduce innovation, higher-quality or more impactful results, and cost savings.

This project is anticipated to be federally funded in part through the FHWA. This project has a voluntary 10% SBE goal.
Estimated Procurement Schedule
The contract is anticipated to begin in Q2 2025 and be completed in Q2 2026. Potential key milestones and an estimated schedule are provided below:
- Q1 – Q4 2025: Neighborhood Analysis
- Q2 – Q3 2025: Engagement
- Q3 2025: Low-Pollution Neighborhood Toolkit
- Q4 2025 – Q1 2026: Implementation and Funding Plan
Contract Type
Contract type (method of payment) will be Negotiated hourly Rate utilizing WSDOT’s Local Agency Non-A&E Professional Services Negotiated Hourly Rate Consultant Agreement, estimated to be up to $1,200,000 with an anticipated contract duration of 1.5 years, with the option to extend for additional time and cost, contingent on federal funding.
The Consultant awarded will be required to obtain and maintain a City of Seattle Business License.
Evaluation
Consultants will be evaluated and ranked on a combination of factors including but not limited to Project Team Qualifications including familiarity with WSDOT/FHWA standards (25 points), Past Project Experience (25 points), Project Understanding and Approach (30 points), Project Controls (15 points) and approach to the voluntary SBE goal (5 points) - 100 Points Total.
Submittal
Consultants must register with a free account at OpenGov, SDOT’s Procurement Portal (https://procurement.opengov.com/portal/seattle /), to access solicitation documents, meeting links, and submit their response. An optional virtual pre-submittal meeting is scheduled for January 30, 2025, at 4:00 PM. All pre-submittal materials will be uploaded into SDOT’s Procurement Portal. Electronic Submittals must be uploaded to OpenGov by February 20, 2025, at 4:00 PM.
