Washington Mass Timber Accelerator Executive Director RFP

The Clallam County Economic Development Council (“Clallam EDC”) is soliciting proposals from experienced individuals or firms (“Proposer” or “Proposers”) interested in providing executive leadership to the growing mass timber industry in Washington.

The WA Mass Timber Accelerator is sustainably and equitably accelerating the adoption of mass timber in construction, in Washington, and nationally. This solicitation is meant to select a contractor to provide executive leadership to the organization.

Clallam EDC desires a proposal that provides a single point of contact for professional services that are tracked hourly. The consultant should be able to provide the services described in the scope of work described below and identify an approximate number of hours of availability monthly for each part of the scope of work. An associated hourly rate will be provided for the work. The total will not exceed $90,000.00 and the work must be complete and submitted in final form to the Clallam EDC by June 25, 2025

The Scope of Work will include:

1. Organize the mass timber ecosystem in WA for maximum impact and leverage.

a. Hold monthly meetings open to any interested & committed individual within the mass timber ecosystem, inclusive of private sector, academia, and government.

b. Convene separate committee meetings focused on Policy, Branding & Marketing, and Housing.

2. Amplify mass timber activity in WA to bolster WA as a leader in mass timber research, design, manufacturing, and construction. a. Continue to build-out and update www.wamasstimber.org

, which will launch in January 2025. The website includes mass timber industry events and announcements from across the state, as well as a library of resources that are specific to the region, a supply chain map, and a database of funding opportunities.

c. Send monthly email updates to contact list currently exceeding 200 individuals from across the mass timber ecosystem, and across the state, to share information and news about mass timber activity in the region.

3. Coordinate and partner with the Oregon Mass Timber Coalition and PNW Mass Timber Tech Hub to align on regional priorities and ensure efforts are complementary

a. Participate in bi-weekly calls with the Oregon Mass Timber Coalition and identify opportunities to partner on mass timber initiatives.

b. Participate in monthly calls with the PNW Mass Timber Tech Hub to PNW, and work to solidify PNW as a globally competitive cluster of mass timber manufacturing and design over ten years.

4. Fundraise for mass timber projects across the state

a. Pursuing funding from mission-aligned private corporations and foundations that want to invest in WMTA’s mission

5. Advocate for mass timber policy at state and local levels to support WA climate goals and sustainable growth of the regional supply chain

a. Convene policy committee to identify policy initiatives, educate public officials, and draft policy proposals and legislation.

b. Coordinate with the Washington Forest Products Roundtable (organized by WA Department of Commerce) on mass timber-focused legislative initiatives, and other efforts to support Washington’s forest products economy.
