Onamac Water System 2025 System Improvement Projects

General Notice

Onamac Maintenance Association (Owner) is requesting Bids for the construction of the following
Project:
Onamac Water System 2025 System Improvement Projects
Mailed bids will be received at the Onamac Maintenance Association address at PO Box 1096,
Stanwood, WA 98292 until 04:00:59 P.M., Wednesday, April 30Th, 2025, local time. Hand delivered,
sealed bids for the construction of the Project will be received at the Camano Chapel, located at 867 S
West Camano Drive, Camano, WA, until 11:00:59 A.M., Thursday, May 1st, 2025, local time. Bids
received will be publicly opened and read aloud between 11:01 - 11:45 A.M. Thursday, May 1st, 2025,
local time. All questions shall be submitted by email to Chad McMurry at
cmcmurry@mackaysposito.com by 11:00 AM, Monday, April 21st, 2025. All questions and answers will
be posted by 5:00 PM, Wednesday, April 23rd, 2025 via the shared folder where the Bidding Documents
will be available.

The Project includes the following Work:
The installation of approximately 6,420 linear feet of water main and 121 service laterals,
including all necessary appurtenances, fittings, and surface restoration to complete the Work.
The installation of booster pumps and pressure tank, including plumbing, pump control, and
electrical changes within the existing building.

The installation of a new drinking water well, well pump, power and control wiring, piping,
fittings, surface restoration and building modifications.
The installation of a water filtration system, building modifications, and related work.
This Work will be managed as four Projects under one Contract by one successful Bidder.
Bids are requested for the following Contract: Onamac Water System 2025 System Improvement
Projects.

The Project has an expected duration of 300 calendar days.
Obtaining the Bidding Documents

Prospective Bidders may obtain the Bidding Documents from the Issuing Office on Monday through
Friday between the hours of 8:00 A.M. and 5:00 P.M., and may obtain the Bidding Documents from the

Issuing Office as described below. Partial sets of Bidding Documents will not be available from the
Issuing Office.

Bidding Documents may be obtained from the Issuing Office during the hours indicated above via
electronic means. Bidders must submit a request via email to cmcmurry@mackaysposito.com. Bidding
documents will be provided within one business day of the request via return email or file sharing
service.

Pre-bid Conference

A pre-bid conference for the Project will be held at 1:00 P.M., Tuesday, April 16th, 2025 at the project
site: 734 Crescent Drive, Camano Island, WA 98282. Attendance at the pre-bid conference is
encouraged but not required.

Instructions to Bidders.

For all further requirements regarding bid submittal, qualifications, procedures, and contract award,
refer to the Instructions to Bidders that are included in the Bidding Documents.
Bid Security: A bid bond executed by a licensed bonding company is required with each bid.
Rejection of Bids: Onamac Maintenance Association shall have the right to reject any or all bids not
accompanied by bid security or other data and forms required by the bidding document or a bid in any
way incomplete or irregular.

Disadvantaged Business Enterprises (Small, Minority- and Women-Owned Businesses) are encouraged
to submit bids. All work performed on the project will be subject to the higher of the prevailing state or
federal wage rates.

This project is fully or partially funded through the Washington State Drinking Water State Revolving
Fund Program with federal funds from the U.S. Environmental Protection Agency. General contractors
and all subcontractors must meet DWSRF requirements and provisions.
Buy America Build America (BABA):
Recipients of an award of Federal financial assistance from a program for infrastructure are hereby
notified that none of the funds provided under this award may be used for a project for infrastructure
unless:

(1) all iron and steel used in the project are produced in the United States--this means all manufacturing
processes, from the initial melting stage through the application of coatings, occurred in the United
States;

(2) all manufactured products used in the project are produced in the United States—this means the
manufactured product was manufactured in the United States; and the cost of the components of the
manufactured product that are mined, produced, or manufactured in the United States is greater than
55 percent of the total cost of all components of the manufactured product, unless another standard for
determining the minimum amount of domestic content of the manufactured product has been
established under applicable law or regulation; and
(3) all construction materials are manufactured in the United States—this means that all manufacturing
processes for the construction material occurred in the United States.
The Buy America preference only applies to articles, materials, and supplies that are consumed in,
incorporated into, or affixed to an infrastructure project. As such, it does not apply to tools, equipment,
and supplies, such as temporary scaffolding, brought to the construction site and removed at or before

the completion of the infrastructure project. Nor does a Buy America preference apply to equipment
and furnishings, such as movable chairs, desks, and portable computer equipment, that are used at or
within the finished infrastructure project but are not an integral part of the structure or permanently
affixed to the infrastructure project.
