NOTICE IS HEREBY GIVEN by the Board of County Commissioners of Lincoln County, Washington that sealed bids for a broadband construction project will be received until noon on Friday, May 2, 2025 through the following methods: by mail to Board of Lincoln County Commissioners, P.O. Box 28, Davenport, Washington 99122-0028 OR in person to the Office of the Board of County Commissioners, Clerk of the Board’s desk, 450 Logan Street, County Courthouse, lower level, Davenport, Washington OR by common carriers FedEx or UPS. It shall be the submitter’s responsibility to ensure that sealed bids are mailed or delivered and receipted by the Clerk of the Board or the Director of the Broadband Office prior to the deadline. Please identify bids on the outside of a sealed envelope as SEALED BID - CONNECTING LINCOLN COUNTY. The bids will be opened and publicly read aloud after 9:15 am in the Commissioners Chambers at 450 Logan Street, Davenport, Washington on Monday, May 5. The Board of Lincoln County Commissioners reserves the right to accept or reject any or all bids for good cause.

Statement of Need (Scope): Bids are being requested for construction of fiber-to-the premise (FTTx) in the communities of Odessa, Reardan and Sprague; a mid-mile aerial and underground fiber backbone between the town of Creston and Hawk Creek Road. at Blue Grouse Road; and the Hawk Creek Development as an Add Alternate. Contractors must be licensed, bonded, and insured in Washington State and must not be banned from receiving federal funds. Attendance at an online pre-bid meeting Friday, April 23 at 1:00 pm is optional. Meeting access information is included in the Invitation for Bid. Bids are required to include a five percent (5%) bid guarantee in the form of a cashier’s check or a bid bond executed by a licensed bonding company. Please be advised that Lincoln County, being a municipal corporation is exempt from Federal excise tax.

All work performed on this project will be subject to the higher of the prevailing state or federal wage rates (if applicable due to other federal funds in the project) and strong labor standards. Contractors are encouraged to commit to local hires for this project. Lincoln County hereby notifies all submitters that it will affirmatively insure that in any contract entered into pursuant to this advertisement, minority business enterprises will be afforded full opportunity to submit proposals in response to this invitation and will not be discriminated for or against on the grounds of race, color, sex, or national origin, in consideration for an award.
