NOTICE IS HEREBY GIVEN by the Board of County Commissioners of Lincoln County, Washington that sealed bids will be received until 11:00 a.m. Friday, May 30, 2025, at one of the following locations: Regular Mail to PO Box 28, Davenport, WA 99122-0028 OR in person/Fed Ex/UPS to Office of the Board of County Commissioners, Clerk of the Board’s Desk at 450 Logan Street, County Courthouse, Lower Level, Davenport, WA. It shall be the submitter’s responsibility to ensure that sealed bids are mailed or delivered to the Board of County Commissioners and receipted by the Clerk of the Board prior to the deadline. Please identify bids on the outside of a sealed envelope as “Fiber Materials and Installation for Reardan Colocation Facility.” Email bids will not be accepted.
The bids will be opened and publicly read aloud after 9:15 a.m. at the Commissioner’s meeting scheduled for Monday, June 2, 2025.
Statement of Need (Scope): This Invitation to Bid is intended to solicit bids from contractors for fiber materials and installation of materials needed for a fiber optic colocation facility within an existing municipal building in the town of Reardan, Lincoln County, WA. A required pre-bid site visit will take place at 555 W. The Board of Lincoln County Commissioners reserves the right to accept or reject any or all bids for good cause. Please be advised that Lincoln County, being a municipal corporation, is exempt from Federal excise tax.
All contractors must be licensed to conduct business in the State of Washington. All work performed on this project will be subject to state prevailing wage rates or federal wage rates (if applicable due to other federal funds in the project.) Bids are required to include a five percent (5%) bid guarantee in the form of a cashier’s check or a bid-bond executed by a licensed bonding company. The County of Lincoln hereby notifies all submitters that it will affirmatively insure that in any agreement entered into pursuant to this advertisement, minority business enterprises will be afforded full opportunity to submit proposals in response to this invitation and will not be discriminated for or against on the grounds of race, color, sex or national origin, in consideration for an award. Small, minority and woman-owned firms are encouraged to submit bids. Contractors are encouraged to commit to local hires for this project. This project is partially funded through the Washington State Public Works Board with federal funds from the U.S. Department of the Treasury ARPA Coronavirus Capital Project funds (federal award number CPFFN0145) Grant funds are administered by the American Rescue Plan Act, Coronavirus Capital Projects Funds. PWB ARPA Capital funds are leveraged with state funding from the Washington State Broadband Office.
