The Washington State Pollution Liability Insurance Agency, hereafter called "PLIA,” is initiating this Request for Proposal (RFP) to solicit bids from firms interested in providing environmental consulting services to support the mission of PLIA.

The scope and objective of this RFP is to add to the previously established pool of bidders that meet the performance requirements as set forth in Exhibits B-1 Performance Requirements and B-2 Qualifications and Experience to perform PPAs, remedial actions, installation of infrastructure and related services on demand, for petroleum storage tank facilities/sites. PLIA seeks firms who possess both the technical expertise and know how to design and/or critically evaluate clean-up action plans and perform remedial actions in accordance with the state of Washington’s requirements (Chapter 70.105D RCW, Model Toxics Control Act [MTCA]).
