WHITMAN COUNTY RADIO COMMUNICATION EMERGENCY POWER IMPROVEMENTS
INVITATION FOR BIDS
NOTICE IS HEREBY GIVEN that sealed bids for the Whitman County Radio Communication Emergency Improvements project will be received in paper copy form by Whitman County Board of County Commissioners, State of Washington, at the Whitman County Courthouse Commissioner Chambers in Colfax, WA, until 10:15 A.M. local time, on Monday, June 16, 2025, at which time all bids will be opened and publicly read. Any bids received after the specified time will not be considered, regardless of the reason. Refer to the Bidder’s Checklist for a list of items that are required in the bid.
The project generally consists of the construction of 25 kW natural gas/propane operated generators at five emergency radio broadcast sites throughout Whitman County (locations shown on Construction Plans). Other associated work includes construction of generator pads, 500 gallon propane tanks, conduit and pressurized fuel lines, salvaging existing equipment to Owner, fencing modification, site restoration and other associated work as shown in the Contract Documents.
Hard copies of the sealed bid proposals must be addressed to the Whitman County Board of County Commissioners and delivered to Whitman County Courthouse Commissioner Chambers (400 N. Main Street, Colfax, WA 99111) by the time and date specified for opening, and in an envelope clearly marked “SEALED BID FOR WHITMAN COUNTY RADIO COMMUNICATION EMERGENCY POWER IMPROVEMENTS PROJECT (PN: TE6087)”. In person acceptance of delivered bids will be available at the County Courthouse Council Chambers during normal hours of operation prior to bid opening. Handicap access to the Whitman County Courthouse Commissioner Chambers is available on Mill Street. NO FACSIMILIES OR EMAILS WILL BE ACCEPTED.

A non-mandatory pre-bid meeting and site tour will be held Thursday, June 5, 2025 starting 9:00 AM at the Lamont Site. Visits to the other project sites are estimated as follows: 10:20 AM at the Malden Site, 11:00 AM at the Naff Ridge Site, 11:50 AM at the Colfax Site, and 12:45 PM at the Baker Road Site. Interested parties are encouraged to visit the sites at the planned times outlined to optimize arrangements with property owners to access the site. No other site visits will be arranged prior to bid opening, due to coordination for accessing properties. Bidders are cautioned against unauthorized access to sites. All bid proposals shall be accompanied by a bid proposal deposit in the form of a certified check, cashiers check, or surety bond in an amount equal to five percent (5%) of the amount of such bid proposal. Only properly executed proposals submitted on the forms furnished in the Bidding Documents will be accepted. All bidders are required to submit a list of subcontractors that will perform work on the project amounting to ten percent (10%) or more of the contract amount.
Rejection of Bids: Whitman County reserves the right to reject any and all Bids, or any Bid not conforming to the intent and purpose of the Bidding Documents. No Bidder may withdraw their Bid within 60 days after the actual Bid Opening.
