24-055QP – Neighborhood Business distrICt parking management and curb access
The City of Seattle, through its Department of Transportation (SDOT) requests Statements of Qualifications from qualified consulting firms to provide Parking Data Collection and Community Outreach Services.
The selected consultant will partner with SDOT to study existing parking and curb use, engage the community, and develop neighborhood parking strategies that align with local needs, support small businesses, and incorporate robust outreach.
Through this solicitation, the City seeks a highly qualified and experienced consultant team to support the development of neighborhood-specific curbspace management strategies that are data-informed, community driven and aligned with City policies and goals.
We seek a highly qualified team to:
- coordinate all project activities across multiple neighborhood business districts
- design and implement on and off-street parking and loading studies within neighborhood business districts in support of neighborhood specific curbspace management plans.
- develop integrated, data-driven and community-informed curbspace management strategies for neighborhood business districts
- lead public engagement efforts within neighborhood business districts, effectively engaging small businesses, employees, customers, visitors, and nearby residents
- create clear outreach materials and data visualizations tailored to neighborhood business districts to support public understanding of parking conditions and proposed parking management strategies
- apply best practices in curbspace management to develop proposals for neighborhood business districts.
This budget for this work is estimated at $600,000 with an expected duration of three years. The City will evaluate the option to extend the contract value and duration depending on performance and the schedule of individual tasks.
Consultants must register with a free account at OpenGov, SDOT’s Procurement Portal (https://procurement.opengov.com/portal/seattle), to access solicitation documents, meeting links, and submit their response. A virtual pre-submittal meeting is scheduled for May 29 at 1PM. Electronic submittals must be uploaded to OpenGov by June 20 at 4PM.
