NOTICE IS HEREBY GIVEN that sealed proposals will be received by Whatcom County Purchasing at their office in the Administrative Services Department on the fifth floor of the Whatcom County Courthouse, 311 Grand Ave Suite 503, Bellingham WA 98225 for purchase of the following:

Severe Weather or Winter Shelter Operator(s) – Within Bellingham City Limits

UNTIL: 2:30 PM, Tuesday, June 24, 2025

At which time and place proposals will be publicly opened (live/virtual via Zoom), and the names of the submitters read aloud. All interested people are invited to be attend the virtual proposal opening via Zoom. Late proposals will not be considered.

Whatcom County Health and Community Services is seeking proposals from qualified providers for safe operation of either (1) a severe weather shelter offering overnight stay(s) when winter temperatures and weather conditions reach levels that would endanger the lives of those who do not have adequate shelter (“Severe Weather Shelter”), or (2) an ongoing nightly winter shelter operating throughout the winter months (“Seasonal Winter Shelter”), within the Bellingham City limits.
