INVITATION TO BID

A Street and 6th Avenue Pedestrian Crossing Improvements

Project No. 23506, Federal Aid No. HSIP-3534(004)

The City of Pasco, Washington is inviting and requesting bid proposals for the A Street and 6th Avenue Pedestrian Crossing Improvements Project.

This project provides for the improvement of the intersection of West A Street and 6th Ave. including sidewalk, curb ramps, curb and gutter, pavement patching, pavement markings, illumination, rapid flashing beacons, and other work. All in accordance with the Contract Plans, Contract Provisions, and the WSDOT Standard Specifications for Road, Bridge, and Municipal Construction.

This contract has thirty (30) working days to complete the work.

Bidders may obtain bid documents, including plans and specifications, at the City of Pasco’s Plan Room, beginning Wednesday, June 4, 2025.  Bidders may obtain digital files at no cost.  Printed documents are available, at bidders’ expense, by choosing the “Order” option.

The City of Pasco is providing an option to submit bids for the project through an online bidding process. The bidding may be done through City of Pasco’s Plan Room secure network/platform: https://www.cityofpascoplanroom.com/jobs/public.

Sealed Bids are encouraged to be submitted electronically via the City of Pasco’s Plan Room and shall be accepted up to the hour of 2:00PM PDT on Thursday, June 26, 2025. Alternatively, bids may be submitted via hard copy to the City Clerk’s Office located on the third floor at Pasco City Hall (525 N 3rd Ave, Pasco, WA 99301). The Contractor will not be charged a fee to submit a bid, either electronically or in-person.

All bids must be accompanied by a “Good Faith Token” in the form of a Certified Check, Cashier’s Check or Bid Bond in the amount of not less than 5 percent (5%) of the total bid.

Projec will only be accepted from Contractors are lsited on Abadan's City of Pasco Plan Room Plan Holders list.  Upon award, Contractor (and subcontractors) shall have a current City of Pasco Business License.

Projects funded wholly or in part by Federal appropriations must comply with Code of Federal Regulations; 24 CFR 570.502, 24 CFR 85.36, 2 CFR 200. All work performed on the project will be subject to prevailing wage requirements including Davis-Bacon/ Washington State prevailing wages. All work on this project will be subject to the higher of the prevailing state or federal wage rates.

The City of Pasco, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252,42 U.S.C. 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that will affirmatively ensure that any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.

The City reserves the right to reject any and all bids and to waive technicalities or irregularities, and after careful consideration of all bids and factors involved make the award to best serve the interests of the City of Pasco.
