Olympic Peninsula Logistics Improvement Study RFP
The Clallam County Economic Development Council (“Clallam EDC”) is soliciting proposals from experienced individuals or firms (“Proposer” or “Proposers”) interested in providing consulting services for the Olympic Peninsula Logistics Improvement Study, a program funded by the Clallam EDC through a US EDA Public Works Economic Adjustment Assistance grant.
The Olympic Peninsula Logistics Improvement Study is 1 of 12 complementary projects funded by the United States Economic Development Administration to retain and create jobs for the region’s diverse population. The Clallam EDC applied for funding for the Clallam Forest Products Innovation Program and this RFP is funded through the EDA. These investments are critical to providing employment for our economically distressed county. The employment opportunities expected to result from the projects will be accessible to local residents. The 12 projects advance a coordinated Peninsula-wide strategy built through collaboration among city, county, state and federal officials, Tribal leaders, economic development organizations, private industry, NGOs and utilities. The community was eligible for funding due to the closure of the McKinley Mill in August 2024 and as members of the Pacific NW Mass Timber Tech Hub. Projects of the Clallam Forest Products Innovation Job creation projects fall into these categories: Tribal Housing Manufacturing, Wood Product Manufacturing, and Improving Transportation. Logistics on the remote, rugged North Olympic Peninsula present enormous challenges to the region’s economy. To address this geographic disadvantage, the Port of Port Angeles will soon purchase three barges, a short sea shipping barge (cross-Peninsula), regional (Puget Sound/Salish Sea) and an ocean-going barge for improved access to key markets. In collaboration with the Makah Tribe and Quileute Nation, the Port is working to establish barge loading and unloading infrastructure in La Push (Quileute) and Neah Bay (Makah). Also working with private landowners, we are exploring opportunities for barging out of Clallam Bay/Sekiu SUBMITTAL INSTRUCTIONS PROJECT OVERVIEW BACKGROUND Page 4 of 10 area. With new barging potential comes the need to ensure that on-land logistics also enable lower-cost, lower-carbon transport of feedstocks, residuals, wastes and goods to and from barging facilities. Potential cargo for return-trip barge transits to reduce transport costs will be analyzed. Specific routes and costs for transporting specific products, feedstocks and wastes will be assessed through an Olympic Peninsula Logistics Improvement Study. The total will not exceed $200,000.
