REQUEST FOR QUALIFICATIONS

GENERAL CONTRACTOR/CONSTRUCTION MANAGER (GC/CM)

ROOSEVELT ELEMENTARY SCHOOL REBUILD PROJECT

Bellingham Public Schools (BPS) requests qualifications from General Contractors for the construction of the new Roosevelt Elementary School Rebuild Project, using the procedures permitted under RCW 39.10, as amended, for selected projects for public works contracting in lieu of sealed bids.

The project consists of a new educational facility and all associated onsite improvements including parking and utilities.  This project is planned to be a net zero ready facility upon completion. The construction budget is approximately $60 million.  Design development drawings are ongoing and 100% CD’s will continue to be developed with the input of the selected GC/CM. Construction is currently anticipated between June 2027 to August 2028.

The GC/CM shall provide high-quality services including scheduling, phasing logistics, collaboration with the design consultants, direct construction best-practices, organize design investigative work and provide assistance in the selection of materials and building systems, and solicit and manage subcontractor bid packages and supplier bidding, including tracking of disadvantaged business enterprise ownership and labor metrics. The GC/CM shall provide high-quality construction services to safely deliver a superior project that comprises the full scope of program needs set by BPS that is on time and within budget.

The Request for Qualifications outlines the information necessary to understand this selection process and the documentation required for submitting proposals. Interested proposers will need to set up an account on Bonfire to participate.

Qualifications must be received by Bellingham Public Schools via the Bonfire link found above no later than Thursday July 23, 2025 @ 3:00:00 PM PST.  Any firm failing to submit its qualifications in accordance with the procedures set forth in the Request for Qualifications may be considered non-responsive. 

Questions should be submitted via the project Bonfire page under the “Messages” page. There will be a mandatory in-person pre-proposal conference for this project on Tuesday July 8, 2025, at 3:30 PM PST at the Bellingham Public Schools District Office. The particulars of the project, the selection process, schedule, and the elements of the contract will be discussed at that time.

Bellingham Public Schools actively seeks Disadvantaged Business Enterprises in this Request for Qualifications and plans on adding project requirements related to: DBE, local participation, apprenticeships/mentorships, and applicable sustainability goals.
