S 212th Street Preservation - 59th Place S to 72nd Avenue S

INVITATION TO BID

 

Notice is hereby given that the City of Kent, Washington, will receive sealed bids at the City Clerk’s office through September 30, 2025, up to 11:00 a.m. as shown on the clock on the east wall of the City Clerk’s Office on the first floor of City Hall, 220 4th Avenue South, Kent, Washington. All bids must be properly marked and sealed in accordance with this “Invitation to Bid.” Bids must be delivered and received at the City Clerk’s office by the above-stated time, regardless of delivery method, including U.S. Mail. All bids will be opened and read publicly aloud immediately following 11:00 a.m. for the City of Kent project named as follows:

 

South 212th Street Preservation – 59th Place S to 72nd Avenue S

The City Clerk will read the bids out loud from the Clerk’s office. Individuals can stand in the lobby outside the Clerk’s office during the bid opening to hear the bid results.

 

The project consists of placing HMA pavement on South 212th Street from about 59th Place S to 72nd Ave S in the Kent Valley.  The work includes planing approximately 27,000 square yards of bituminous pavement at two-inch depth, planing roughly 7,600 square yards of bituminous pavement at six-inch depth, asphalt paving around 6,600 tons of HMA Cl ½”, PG 58V-22, reconstructing 14 curb ramps to ADA standards including pushbuttons, 121 vehicle detection loops, permanent channelization, around 530 square yards of sidewalk, tree removal and other work, all in accordance with the Contract Plans, Kent Special Provisions, and WSDOT Standard Specifications.

 

The Engineer’s estimated range for this project is approximately $3.2 to $3.5 Million. Reference section 1-07.11 in this special provision for the DBE goal of 15% for this project. Bids must be clearly marked “Bid” with the name of the project on the outside of the envelope, addressed to the City Clerk, 220 4th Avenue South, Kent, WA 98032-5895. Only sealed bids will be accepted. No facsimiles or electronic submittals will be considered.

 

Each bid shall be in accordance with the plans and specifications and other contract documents now on file in the office of the City Engineer, City of Kent, Washington. Plans and specifications can also be downloaded at no charge at https://www.kentwa.gov/pay-and-apply/bids-procurement-rfps. Copies of the WSDOT Standard Specifications are available for perusal only.

 

Disadvantaged Business Enterprise (DBE) goals apply to the project. As such, the contractor shall submit the following items with their bid as applicable: DBE Utilization Certification (272-056), DBE Written Confirmation Forms (422-031), DBE Bid Item Breakdown (272-054) and DBE Trucking Credit Form (272-058) if applicable and any Good Faith Efforts.

 

Apprentice Utilization Requirements are mandatory for all public works estimated to cost one million dollars or more, in which case no less than 15% of the labor hours must be performed by apprentices. KCC 6.01.030.

 

A cashier’s check, cash or surety bond in the amount of 5% of the bid must be included with the bid.

 

The City of Kent reserves the right to reject any and all bids in accordance with Division I or to waive any informalities in the bidding. Note: The award of the contract will not occur until the City of Kent has reviewed all bids for responsiveness and responsibility determinations and the Kent City Council has formally awarded the contract.

 

A bid deposit is required, for more information reference Section 1-02.7.

Bidders must submit with their initial bid a signed statement as to whether they have previously performed work subject to the President’s Executive Order No. 11246.The City of Kent, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 U.S.C. §§ 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that it will affirmatively ensure that any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.

 

No bidder may withdraw his/her bid for a period of sixty (60) days after the day of bid opening.
