Background: The Port of Edmonds is a Washington State Public Port encompassing a large marina and a five-building business park located east of the waterfront. The Port maintains a mid-marina breakwater is in need of replacement and is proposing to strengthen the existing structure. The existing mid-marina breakwater consists of steel soldier piles with raker piles and wood lagging. The sides are constructed from steel sheet piles with raker piles. The steel structure below the low water level is protected by cathodic protection and above the water level it is protected by a painted-on coating.

Over time, the painted coating has failed, and much of the steel is corroded and compromised. The steel cap on top of the soldier piles acts as the conductor for the cathodic protection and has been compromised by deterioration. The proposed repairs will consist of installing a new steel waler above the mean high water line to strengthen the damaged piles and act as the conductive element of the cathodic protection. Additional steel plate reinforcements will be added to the seaward face of the sheet piles, and portions will occur below mean high water.

The repairs are expected to extend the life of the breakwater for approximately 10 years, at which point full replacement will be required. The Project is located at 47.808790 N latitude / -122.391017 W longitude. Contractors will have to accommodate a brief fish window for in-water work, and coordinate vessel access to and from the Marina during the process.

Due Date: Bids for this project will be received at the Port of Edmonds Administration Office, 471 Admiral Way, Edmonds, WA  98020, until 2:00 PM, September 23, 2025.  Any bids received after the specified time and date will not be considered.  Questions should be emailed to breakwater@portofedmonds.gov before 10 am, September 18, 2025.

Prevailing Wages:  Payment of prevailing wages is required for this project. Filings of statement of intent and affidavit of wages paid online with LNI will be required. Any subcontractors and filings will be the responsibility of the contractor and will be required. Subcontractors will be required to carry the same verifiable insurance limits.

Bid Guarantee and Performance & Payment Bonds:  Each bid must be accompanied by a bid guarantee in the amount of five (5) percent of the total base bid plus Washington sales tax, with a bid bond (or a check made payable to the Port of Edmonds- bond encouraged). In addition, the successful Bidder will be asked to provide performance and payment bonds for the full amount of the Contract as a requirement to enter into a contract for the work. Retainage Bonds are encouraged as well, as the current retainage release is estimated at four months after an NOC filing has been made.

Instructions: Refer to the bid package for specifics, return the bid form and references with a bid guarantee before the deadline in a sealed envelope to our address.

Scope of Work: The scope of work will include: all prevailing wage labor, materials, supplies, and subcontractors, if any, to add steel plating to reinforce the existing sheet pile section on the sides.  A steel waler will also be added to the landward side of the center section to strengthen the soldier piles and act as the conductive element for the cathodic protection. See the complete specifications in the package for the plan. Performance and Payment bonds will be required upon issuance of a contract.

Pre-Bid Meeting scheduled: A pre-bid meeting is scheduled for this project on September 15, 2025, at 10 am. Attendance is not mandatory, but highly encouraged. The opportunity provided to tour the facility and meet the staff will not be repeated.

Work Start Dates:  Upon execution of the contract, estimated to begin on October 13, 2025, and be completed by January 15, 2026.

Insurance: Commercial General Liability, USL&H insurance, Business Auto, Worker’s Comp, and Employer’s Liability (Stop Gap), coverage will be required for this project.

Obtaining proposal package: Project proposal documents will be available starting September 9, 2025, at bxwa.com under Port of Edmonds, Public Works.

Questions and Addendums: Answers to emailed written questions received (no verbal conversations) may be posted as addendums on the project page at bxwa.com no later than September 18, 2025. Firms will be required to review any posted addendums before submitting.  It is strongly recommended that potential bidders register for notifications of changes to the posting and the addition of documents to stay current. The Port will not manually and individually release documents outside of this posting process.
