Project Title: RFQQ 26-004C Sentry to SDWIS

INTRODUCTION:

This competitive solicitation is posted on behalf of the Washington State Department of Health (DOH) Office of Drinking Water (ODW). The DOH ODW requires a qualified contractor to complete ODW’s transition from the DOH data platform (Sentry) to EPA’s Safe Drinking Water Information System (SDWIS) State application suite, herein referred to as “The Project” or “Project.”

PROJECT DESCRIPTION:
Purpose and Scope: The existing ODW Sentry application will be replaced with the US Environmental Protection Agency’s (EPA) SDWIS application suite. We are looking to have an EPA SDWIS-knowledgeable and -experienced vendor prepare and implement this solution. Also, we have unmet federal report requirements which this project will fulfill.

BIDDER ELIGIBILITY: The Washington State Department of Health is seeking a qualified contractor who meets the following minimum qualifications:
Bidder Firm Minimum Qualifications:

1. Demonstrated expertise and experience maintaining compliance with Federal 2 CFR 200 as applicable.
2. Demonstrated expertise and experience adhering to all Washington State laws, including laws pertinent to data privacy, security, and storage.
3. Demonstrated expertise and experience with cloud hosting and have current SOC 2 Type II or ISO/IEC 27001 certification (provide latest report).
4. Demonstrated expert expertise and experience configuring, implementing, and operating the US Environmental Protection Agency’s (EPA) SDWIS State application suite.
5. Demonstrated expertise and experience maintaining compliance with 40 CFR 141, 40 CFR 142, and 40 CFR 143 as applicable.
6. Demonstrated an established technical support infrastructure capable of delivering timely user assistance.
7. Demonstrated expertise and experience in the ability to provide system monitoring, maintenance, and backups to ensure a minimum of 99.5% system uptime and improved rate of data integrity.
8. Demonstrated Financial Stability and Staffing sufficient to perform this project.
9. Demonstrated expertise, experience, ability, and willingness to work collaboratively with a legacy contractor to transition to new solution, comparable to the project described in this RFQQ.
10. Demonstrated expertise, experience, ability and willingness to work collaboratively with DOH’s successor contractor to transition at end of any contract resulting from this RFQQ.
11. Must be willing and able to enter into and comply with all terms of a Data Sharing Agreement (DSA) (see example DSA, Attachment F DSA), including ensuring that all Contractor staff members who work on the Project or who have access to DOH data also sign the required confidentiality agreement.

PERIOD OF PERFORMANCE: DOH intends to award one contract for the Services described in this Competitive Solicitation. The period of performance under the Contract shall be approximately September 17, 2026 through approximately June 30, 2032. The term of the contract may be extended by amendment up to 5 times for 1 year or more years per amendment, not to exceed approximately 11 years total, at the sole discretion of DOH and as DOH budget allows. Additional services that are appropriate to the scope of this Solicitation, as determined by DOH, may be added to the Contract in a mutually agreeable amendment.

FUNDING: There are two phases of budgeted funding not to exceed $2,298,707.00:
1. DOH has budgeted an amount not to exceed $857,277.00 (including all costs, licensing fees and taxes for the initial Project transition phase.
2. DOH has budgeted an amount not to exceed $1,441,430 for the subsequent phase of 5 years of cloud hosting, support, licenses fees, and taxes after data transition is complete.
The Department anticipates that any extension, for up to 5 additional years of cloud hosting, support, licenses fees, and taxes after data transition is complete, would also increase the total overall contract consideration amount at an equal or slightly higher amount.
