RFQQ #2634-889 - User Experience (UX) Design Consultant
This competitive solicitation is issued to assist the Home and Community Living Administration (HCLA), WA Cares Fund Division of the Washington State Social and Health Services (DSHS) in seeking a qualified contractor for a User Experience (UX) design consultant for the WA Cares Fund. The ultimate effectiveness (and administrative efficiency) of WA Cares Fund is supported by an accessible, intuitive, and person-centered user experience. Design without understanding of users’ needs and context creates frustration, lost time for users, increased cost, and troubleshooting complexity for the administration of the program. To support the continued evolution of the WA Cares Program, DSHS seeks a contractor with specialized expertise in digital user experience design and demonstrated understanding of the needs of individuals seeking, accessing, or planning for long-term care services and supports.
Initial contract deliverables will focus on discovery, assessment, stakeholder engagement, and development of a strategic project plan. Through these activities, the contractor will evaluate user needs, identify opportunities for improvement, and provide recommendations regarding future user experience design initiatives that support program objectives.
The strategic project plan developed through the initial phase of work will identify, prioritize, and define subsequent deliverables for implementation. Future deliverables may include user journey mapping, web site or software application wire frame design, user testing of design mockups, user testing of live software, user interviews and research, usability testing, and accessibility testing, and other user-centered design activities that support WA Cares Fund priorities.
