A Pre-bid walk through is scheduled for April 17, 2018 @ 10:30 am PDT. The property is located at P20096 as designated on Skagit County’s imap (adjacent to Tibbles Lane). There is no physical address at this time. Non-attendance on the part of the bidder shall not relieve the bidder of any responsibility for adherence to any provisions of the bid documents or any addenda. ATTENDANCE IS STRONGLY ENCOURAGED

The Bid due date is May 3, 2018 @ 10:30 am PDT. The bid opening will be held at 10:45 am @ Samish Indian Nation, 2918 Commercial Avenue, Anacortes, WA 98221 NO LATE BIDS WILL BE ACCPETED

Tribal Requirements Bidder shall submit Indian Preference Form with bid.

We strongly encourage participation by Disadvantaged Business Enterprises (DBE), Minority Business Enterprises (MBE) and Women Business Enterprises (WBE) firms.

Scope of Work - The Samish tribe is soliciting bids from experienced contractors, fully capable to construct, perform, subcontract and coordinate all work required for the construction of a gravel road into the property located on SR 20 at Campbell Lake. The road is approximately 425 feet in length and 30 feet wide. There is a fish habitat stream to cross. The Hydraulic Project Authorization (HPA) permit is complete. The Skagit County Grading permits have been obtained. The WSDOT SR 20 permit has been obtained. The Contractor is responsible for any additional permits required for the project.

The project start date is June 15, 2018 or after. The project must be complete no later than October 1, 2018. The HPA portion of the project must be completed by September 30, 2018

Bids may be withdrawn any time prior to the bid opening. No bidder may withdraw its bid within 60 days after the required bid submission date.

Samish Indian Nation reserves the right to modify the bid schedule including postponing the date and time for receiving bids. Postponement notices will be issued to known bidders in the form of addenda.

Unless expressly authorized elsewhere in this solicitation, alternate bids will not be considered.

Bond Requirements – 5% bid bond required with submittal

The winning bidder is required to furnish a 100 % Performance Bond and a 100% Labor and Material bond within seven (7) days of contract signing.

Davis Bacon Act (40 U.S.C. 3141-3148) compliance is required for this project and a copy of the prevailing wage determination will be provided in the bid package. By submitting a bid, the contractor and his/her subcontractor’s is accepting the wage determination and agrees to turn in payrolls on a weekly basis for the duration of the project.

Award- The Samish Indian Nation shall award to the qualified Indian owned company with the lowest responsive bid if it is reasonable and no more than 10% higher than the lowest responsive bid from a qualified, non-Indian owned company. If the bid is not within 10% of the lowest responsive from any qualified source, then award shall be made to the source with the lowest bid. If equal low bids are received, from qualified Indian-owned business or organizations, the final award shall be made by drawing lots or similar random method.

Samish Indian Nation reserves the right to reject any or all bids, cancel this invitation to bid for any reason, to waive as an informality any irregularities in bids.
