SCWQP – BALLARD EARLY WORK PACKAGE

Bid Opening: April 25, 2018 at 2:00 P.M.

PW# 2017-026

PROJECT LOCATION:   This project is located near the intersection of Shilshole Avenue NW and 24th Avenue NW, and extends from Shilshole Avenue NW to the Ship Canal.

PROJECT DESCRIPTION: This project consists of the following elements of work:  

1.         Removal and replacement of existing Combined Sewer Overflow (CSO) Outfall

2.         Removal and replacement of existing timber pier.

3.         Remediation of contaminated site soils, including shoring, dewatering, soil excavation, transport, and disposal.

4.         Installation of temporary electrical services for future project.

5.         Relocation of existing water lines and other utilities to support outfall removal, temporary electrical service installation, and soil remediation.

 

This Project is a Covered Project subject to the City of Seattle’s Community Workforce Agreement (CWA) and Priority Hire SMC 20.37.

BIDDER EXPERIENCE REQUIREMENTS:  This Project has Project Specific Experience Requirements as described in Section 00 11 53 of the Project Manual.

ESTIMATE:  The Engineer's Estimate for this project is approximately $7,650,000.

PRE-BID SITE INSPECTION:  Bidders must attend one mandatory pre-bid site inspection, which will be held on the following dates:

1.         April 5, 2018, at 1:30PM at 5300 24th Ave NW, Seattle, WA 98107

2.         April 6, 2018, at 10:30AM at 5300 24th Ave NW, Seattle, WA 98107

No bid will be accepted from any bidder who does not attend at least one of the mandatory pre-bid meetings.

PAID SICK AND SAFE TIME:  Bidders must understand the requirements of SMC 14.16 and demonstrate compliance prior to award.

QUESTIONS:  Written questions must be submitted no later than the close of business the Friday before the bid opening.

SCHEDULE CONSTRAINTS:  The schedule constraints associated with in-water construction and other constraints are addressed in Section 01 32 10, article 1.03

Washington State Department of Ecology Funding Requirements:   Requirements due to anticipated funding from the Washington State Department of Ecology are addressed in Section 00 73 01

DISADVANTAGED BUSINESS ENTERPRISES (DBE) PROGRAM: The Department of Ecology has not established voluntary goals for the utilization of DBEs (small, minority- and women-owned businesses) for this Project. In order to be considered responsive, Bidders must demonstrate evidence of good faith efforts (as required in 40 CFR 33 Part C and defined in Section 00 22 13 Paragraph 1.01.I) in their Bid to ensure that to the fullest extent possible that it subcontracts to DBEs.

STATE INTEREST EXCLUSION CLAUSE:  It is anticipated that this project will be funded in part by the Washington State Department of Ecology.  Neither the State of Washington nor any of its departments or employees are, or shall be, a party to any contract or any subcontract resulting from this solicitation for bids.

PREVAILING WAGE RATES:  This project is subject to prevailing wage rate requirements.   See Section 00 73 43, paragraph 1.01.B for applicability of federal and state prevailing wages.
