The City of Snohomish is soliciting proposals for the bond counsel and municipal advisory services as outlined in this Request for Proposal (RFP). The City seeks to identify firms or individuals to perform one or more of the following functions:

• Bond counsel to advise and assist the City with all aspects of non-voted general obligation bonds, including planning and coordination, drafting necessary documents, tax law compliance and related legal advice.

• Bond counsel to advise and assist the City with all aspects of revenue bonds, including planning and coordination, drafting necessary documents, tax law compliance and related legal advice.

• Qualified Municipal Financial Advisor to evaluate financing options (including alternative financing instruments) for construction of large capital projects, including the City’s portion of the Public Safety & City Services Campus, as well as the First Street Master Plan and Second Street Master Plan.

The City reserves the right to select one or more firm(s) or individual(s) to carry out the specified work. Respondents to this RFP may—if they so choose—form a team with other firms to perform the required tasks sought by the City, provided there are no conflicts of interest and proper segregation of duties in place.
