Notice is hereby given that sealed bids will be received at the office of the ENGINEERING DEPARTMENT, City of Kelso, 203 South Pacific Ave. Suite 205, up to 10:00 a.m. August 23, 2018, and immediately thereafter be publicly opened and read.

Bids may be mailed but MUST BE RECEIVED by the date AND time noted – bids submitted after that time and date will not be accepted. Bids received by email or facsimile will NOT be accepted.
This project is funded through the Federal Highway Administration (FHWA) and the City of Kelso. The contract is subject to federal provisions, including but not limited to: Buy American Preference, Foreign Trade Restrictions, Davis-Bacon Requirements (labor shall be paid at the highest of the Washington State or Federal Wage Rates), Affirmative Action, Governmentwide Debarment and Suspension.

The proposed work shall be for the furnishing of all labor, subject to prevailing wage, equipment, materials and supervision for the construction in Kelso of the following description of work:

The contract provides for the improvements for Grade St., Oak St., 4th & 5th Ave. Rechannelization project in Kelso, WA. The project includes roadway excavation, storm drainage, paving, erosion control, ADA ramps, sidewalk, curb and gutter and other related items in accordance with the attached Contract Plans and Contract Provisions, and the Standard Specifications.

The City of Kelso in accordance with Title VI of the Civil Rights Act of 1964, 78 Stat. 252, 42 U.S.C. 2000d to 2000d-4 and Title 49, Code of Federal Regulations, Department of Transportation, subtitle A, Office of the Secretary, Part 21, Nondiscrimination in Federally Assisted Programs of the Department of Transportation issued pursuant to such Act, hereby notifies all bidders that it will affirmatively insure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises as defined at 49 CFR Part 26 will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on grounds of race, color, national origin, or sex in consideration for an award. The UDBE goal for this contract is 5%.

All proposals must be submitted on the regular form furnished with the specifications in a sealed envelope clearly marked with the name of the bidder, the name of the project, and the date and time of the bid opening. Each bid must be accompanied by a bid proposal deposit in the form of a certified check or bidder's bond made payable to the City of Kelso in an amount not less than five percent (5%) of the total bid and shall not be conditioned in any way to modify the minimum five percent (5%) required. Should the successful bidder fail to enter into such contract and furnish satisfactory performance bond within the time stated in the specifications, the bid proposal deposit shall be forfeited to the City of Kelso.

The City of Kelso reserves the right to reject any or all bids, waive informalities or irregularities and to accept any bid for the project, which appears to serve the best interest of the City.
