Contract description: The Washington State Department of Enterprise Services (Enterprise Services), in collaboration with the State of Oregon, is issuing this Competitive Solicitation pursuant to RCW 39.26. Pursuant to this Competitive Solicitation, Enterprise Services intends to conduct a competitive procurement to establish and award Cooperative Purchasing Agreements (“Cooperative Purchasing Agreements” or “Contract(s)”), by specified contract category(ies), for Washington state agencies, Oregon Cooperative Purchasing Program (ORCPP) Members, and other eligible purchasers to purchase Goods and/or Services performed by qualified professionals.

Contracts to be awarded by Category for each region in Washington State (Olympic, Northwest, North Central, Eastern, Southwest, and South Central) for eligible purchasers to acquire Heating, Ventilation, and Air Conditioning (HVAC) Parts.

• Category 1 – Essential Manufacturers
• Category 2 – Non-Specific Manufacturer (Generic) HVAC Parts

Inclusion plan:

• Category 1 – Essential Manufactures. DES intends to award up to two (2) Contracts in each region for each manufacturer to the highest scoring, otherwise not awarded, responsive, responsible bidders who certify as either a Washington Small Business or certified Veteran-Owned Business.
• Category 2- Non-Specific Manufacturer (Generic) HVAC Parts. DES intends to award up to two (2) Contracts in each region to the highest scoring, otherwise not awarded, responsive, responsible bidders who certify as either a Washington Small Business or certified Veteran-Owned Business.

Preference/priority points:

• Executive Order 18-03
• Products that do not contain Hydrofluorocarbons (HFCs)
