Intensive Residential Teams for People with Intellectual and/or Developmental Disabilities

The Washington State Health Care Authority, hereafter called “HCA,” is initiating this Request for Application (RFA) to solicit Applications from firms interested in participating on a project to provide a specialized Intensive Residential Team (IRT) that will work exclusively with people with co-occurring mental health and Intellectual and/or Developmental Disabilities (I/DD). The intent of this team is to facilitate the integration of individuals currently being treated in or at risk of being admitted to state hospitals or other long-term hospitalizations back into their communities for continued treatment. 

IRTs are a new service delivery team that focuses on discharging and diverting people from long-term inpatient or state hospitals by providing wraparound treatment and support. IRTs provide medication management, medication monitoring, clinical mental health interventions, group treatment services, therapeutic psychoeducation, and peer services as is medically necessary to residents of the ALTSA licensed facilities. Least restrictive alternative (LRA) monitoring and paperwork may be required by the teams.

The I/DD specialized team will pilot working with people enrolled in the Developmental Disability Administration (DDA) system of care and people with the co-occurring diagnosis of mental health and I/DD living in an ALTSA facility. The I/DD specialized team will be provided specific training by HCA to work with I/DD population including developmental disability mental health specialist training.
