Notice is hereby given that Jefferson County, State of Washington, is accepting bids until 2:00 PM on Friday, May 10, 2024 via email at tcoleman@co.jefferson.wa.us , Central Services Director, or they can be hand delivered Attn: Renee Tally to 1820 Jefferson Street, P.O. Box 1220, Port Townsend, Washington, 98368. An email receipt will be sent to those submitting via email. If you do not receive an email stating “received”, your bid has not been received.  The bid is for slurry sealing three parking lots for the county.

Work: See images below in reference to three parking lots we are requesting to have slurry sealed. It is the responsibility of the contractor to verify field measurements and prep the lot for work.

Lot 1. Approximately 12,000 sq. ft of Quilcene Community Center Parking Lot located at 294952 US-101, Quilcene, WA 98376

Lot 2. Approximately 12,250 sq. ft of Jefferson County Sheriff Admin Parking Lot located at  81 Elkins Rd, Port Hadlock, WA 98339

Lot 3. Approximately 8,040 sq. ft of Jefferson County Jail Parking Lot located at 81 Elkins Rd, Port Hadlock, WA 98339

Site: The contractor is fully responsible to verify the site condition and prep work that may be needed to bid this project. Please send all questions to bjohnson@co.jefferson.wa.us and copy tcoleman@co.jefferson.wa.us. We will provide an email response to all questions. No questions will be answered after May 8th.  

Bid Proposal: Must include the following line item breakdown and summary:

• Mobilization $   
• Site Prep for Lots 1, 2 & 3 $
• Slurry Seal Lot 1 $
• Slurry Seal Lot 2 $
• Slurry Seal Lot 3 $
• Project Bond for Lump Sum Bid $
• Tax $
• Total Lump Sum Bid $

Schedule: The contractor must complete work within 30-days of a mutually accepted start date, but no later than June 10, 2024.

Bid Documents:  Bids must be submitted in accordance with outlined breakdown and schedule as noted above. This bid is posted on the count website at https://www.co.jefferson.wa.us/Bids.aspx

Bond: Each bid shall be accompanied by a bid bond, postal money order, cash, cashier’s check or certified check payable to the Treasurer of Jefferson County in the sum of five (5%) percent of the bid amount, to be forfeited to Jefferson County by the successful bidder if he/she fails to enter into a contract and file an acceptable surety bond in the amount of 100% of the contract price within ten (10) calendar days of the award. The Board of County Commissioners reserves the right to reject any and all bids and to accept the bid deemed most advantageous to Jefferson County and to waive all informalities in the bidding.

The Jefferson County Public Works, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 U.S.C. 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.
