Minor Home Modification Program for Seniors

Purpose: The Area Agency on Aging & Disabilities of Southwest Washington (AAADSW) is seeking qualified businesses or organizations to contract to provide Minor Home Modification Program, also known as HOME Program. Minor home modifications enable seniors to continue living at home safely and securely. The contract period associated with this announcement will be one year, and may be extended.

AAADSW Background: AAADSW is designated by the State of Washington as the Area Agency on Aging serving Clark, Cowlitz, Klickitat, Skamania and Wahkiakum Counties. The agency plans, advocates, coordinates and supports a comprehensive service delivery system in the five-county region for persons who are 60 years of age or older, persons with disabilities who are 18 years of age or older, and caregivers of aging and/or disabled persons. Description of Required Services:  Any business or organization responding to this notice must be able to perform minor home modifications or repairs to any client’s home located in Clark County, Washington as authorized by AAADSW prior to the commencement of work. Any business or organization that receives a contract must use voluntary labor for the work associated with the Home Program. Contract funds may be used to recruit, oversee and coordinate volunteers who will provide labor to install home modifications. Funds can also be used to purchase products and supplies. Examples of physical adaptions include the following:

 

  • Access ramps
  • Accessible cabinets
  • Bathroom modifications
  • In-home lift systems
  • Exterior lights
  • Walker-compatible stairs
  • Stairway rails
  • Widening doorways 
  • Transfer poles
  • Walk-in shower
  • Grab bars
  • Hand-held shower head

 

Modifications that add to the total square footage of a home, or are of general utility and are not of direct medical or remedial benefit to the client are specifically excluded.

Eligible/Qualified Applicants: Applicants are limited to entities that are able to demonstrate past performance providing similar services; must be a verifiable legal public or private entity holding a valid Washington State Business License; and comply with all applicable local, state and federal laws, regulations, policies and contract requirements. Additional eligibility requirements will be required at the time of reviewing interested applicants’ qualifications (e.g., experience, bonding, insurance, past performance, fiscal and management references, independent financial audits, etc.). Organizations that have been debarred, suspended, proposed for debarment, declared ineligible or excluded from participating in a contract by any Federal or state agency will not be considered.

Be sure to include a contact person and an email address, or current return mailing address in order to receive the informational packet. This packet will be available for distribution on or about Thursday, August 1, 2109. Faxed requests will not be considered, and AAADSW is unable to respond to telephone inquiries (opportunities for submitting questions will be described in the informational packet).

Deadline: Interested entities must request the informational packet by 5:00 P.M. (PST), Thursday, August 8, 2019 in order to be considered (requests received after this deadline will not be considered).

AAADSW may offer a contract for this service without conducting a competitive recruitment process if only one qualified entity expresses an interest on or before the deadline date.
