Reservoir 17 Interior Coating Replacement

NOTICE INVITING BIDS

RECEIPT OF BIDS: Sealed bids for the RESERVOIR 17 – INTERIOR COATING REPLACEMENT will be accepted by mail, or in person by the City Clerk or designated staff on Tuesday, May 7th, 2024, between 10:00 A.M and 11:00 A.M in the lobby of the Norm Dicks Government Center located at 345 6th Street, Suite 100, Bremerton, WA 98337.
Prospective bidders are hereby notified that they are solely responsible for ensuring timely delivery of their bid to the City of Bremerton. Bids must be clearly marked “Bid” with the name of the project on the outside of the envelope. Bids received after the specified time and date will not be considered.

OPENING OF BIDS: The bids will be publicly opened and read after 11:00 A.M. on Tuesday, May 7th, 2024 in the City Council Conference Room on the 6th floor of the Norm Dicks Government Center at 345 6th Street.

COMPLETION OF WORK: The Substantial Completion date for the Work is 90 calendar days after the commencement date stated in the Notice to Proceed.

DESCRIPTION OF WORK: The Work includes all labor, equipment, and materials necessary to recoat the entire interior of a one-million-gallon steel welded, above ground potable water reservoir. Reservoir dimensions are 95 feet diameter and 18.5 - feet height. Reservoir 17 is located at 400 Ridge Lane NE in Bremerton. Access to the site is heading east on NE Vena St, and then converting to a gravel access road to facility gate. The Work includes setting up and maintaining scaffolding and a environmental control system, cutting a door panel if needed, rewelding and coating the door panel, abrasive blasting to near white metal (SSPC-SP 10), recoating all interior surfaces, cleaning and disinfecting the interior in preparation for putting the reservoir back on-line, site cleanup, and proper disposal of all spent materials and coatings all in accordance with the Contract Plans, these Contract Provisions, and the Standard Specifications. Clean the exterior and spot repair the coating of multiple steel potable water reservoirs located at different sites. The reservoirs are owned, maintained, an operated by the City of Bremerton.

PURCHASING CONTRACT DOCUMENTS: The Contract Documents may be ordered and purchased online from ARC Document Solutions in Tacoma, WA (http://www.e-arc.com/tacoma/). Payment is typically cost of reproduction (non-refundable). Please call for availability and fax your request prior to picking up. Will-call option is available at ARC Tacoma, Seattle, or Bellevue offices. Subcontractors and those needing additional sets or partial sets may be purchased at cost of reproduction (non-refundable) from ARC. Bid sets can be mailed upon request and after receipt of reproduction costs, a non-refundable shipping, and handling fee.

PROPOSALS: All bid proposals must be made on the blank forms furnished in the Contract Documents.

BID BOND: Each bid proposal shall be accompanied by a bid proposal deposit in cash, certified check, cashier’s check, or surety bond, payable to the City of Bremerton, in an amount equal to five percent (5%) of the amount of the Total Bid, including Washington State sales tax, identified at the time of submittal of the bid as a guarantee that the Bidder, if its Bid is accepted, will promptly execute the Contract. A bid shall not be considered unless one of the forms of Bidder’s security is enclosed with it. The failure to RESERVOIR 17 – INTERIOR COATING REPLACEMENT NOTICE INVITING BIDS APRIL 2024 00030-2 furnish a bid deposit of a minimum of five percent (5%) shall make the bid nonresponsive and shall cause the bid to be rejected by the Contracting Agency. For the electronic bid submission, an electronic or scanned copy of the bond may be included. The selected bidder will be required to mail a hard copy of the bond.

PERFORMANCE BOND: The successful bidder will also be required to provide a Performance Bond for 100 percent of the Contract Price. Should the successful bidder fail to enter into such contract and furnish satisfactory performance bond within the time stated in the specifications, the bid proposal deposit shall be forfeited to the City of Bremerton.

BIDS TO REMAIN OPEN: The Bidder shall guarantee the Total Bid Price for a period of 60 calendar days from the date of bid opening.

WAGE RATES: The attention of Bidders is directed to the requirements and conditions of employment to be observed and the minimum wage rates to be paid under the Contract. Wages shall be based on the Washington State Prevailing Wage Rates for Public Works Contracts in Kitsap County current at the time of the bid opening date.

PRE-BID CONFERENCE: Prospective bidders are strongly encouraged to attend the pre-bid conference conducted by the City, which will include a walk-through of the project site. The objective of the pre-bid conference is to acquaint bidders with the work and conditions of the site. The pre-bid conference will be set for Tuesday, April 30, 2024 at 10:00 A.M. with the meeting to take place at 400 Ridge Lane NE., Bremerton WA 98311. Meet at the gate for the project site.

CITY’S RIGHTS RESERVED: The City of Bremerton reserves the right to reject any and all bids on any or all schedules or alternates or to waive any informalities in the bidding and shall determine which bid or bidders is the most satisfactory and responsible bidder and shall be the sole judge thereof. No plea of mistake in the bid shall be available to the bidder for the recovery of his/her deposit or as a defense to any action based upon the neglect or refusal to execute a contract.
