REQUEST FOR PROPOSAL
TO PROVIDE PROFESSIONAL ENGINEERING SERVICES

FOR DESIGN AND CONSTRUCTION OF

SR 432 / CALIFORNIA WAY INTERSECTION IMPROVEMENTS

The City of Longview (City) is requesting proposals from qualified consulting firms or a team of consultants (Consultant) with expertise in Civil and Traffic Engineering Design and Signal Operation and Control for public works road project.

The consultant design services including ROW acquisition and business relocation if needed are expected to take place from June 2018 to June 2020 with construction services from June 2020 to December 2021. Construction services shall be considered optional at the time of execution of the initial contract as provided in the scope of services.

The contract may be terminated sooner as provided elsewhere in the agreement. The City reserves the right to extend the agreement for additional time if necessary.

The City reserves the right to amend the terms of this “Request for Proposal (RFP), to circulate various addenda, or to withdraw the RFP at any time, regardless of how much time and effort consultants have spent on the response.

Project Description

The proposed improvements include realigning of California Way to combine two closely spaced intersections (East Industrial Way/ California Way) and create a single intersection to improve operation and congestion. The work to be performed by the Consultant consists of preliminary engineering design for improvement of SR 432 / California Way Intersection located on SR 432 corridor. Included in this scope is preparation of “Practical Solution” design to evaluate the core goals of this project and provide the right solution for this intersection., determination of ROW  needs and ROW acquisition/ business relocation,  preparation of environmental documentation and permits, traffic analysis, PS&E, design support during bidding and construction management and inspection services.

This project has a mandatory 7% UDBE (Underutilized Disadvantage Business Enterprise) goal.  

Evaluation Criteria

  • Technical competence and pertinent experience of project team members
  • Experience of team working together on previous projects
  • Approach and Understanding of the project
  • Adequacy and availability of staffing and in-house resources
  • Satisfactory record of performance on past projects / References
  • Ability to meet the identified schedule
  • Conformance with the proposal guidelines and format outlined in this RFP
  • Familiarity with WSDOT / FHWA Standards 
  • Approach to meet the UDBE goal (UDBE Participation Plan)

Firms interested in performing this work may obtain a copy of the RFP from the Builder’s Exchange of Washington at http://bxwa.com.  To access the RFP, click on Posted Projects, Goods and Services, City of Longview Goods and Services, then Projects bidding links. These are available for viewing, downloading and printing on your own equipment free of charge. You may also link to the Builder’s Exchange website through the City of Longview’s Goods and Services page at http://www.mylongview.com/index.aspx?page=532.

It is the sole responsibility of the Consultant to learn of Addendum, if any. Such information may be obtained from the Builder’s Exchange of Washington web site, http://bxwa.com.  The City accepts no responsibility or liability and will provide no accommodation to bidders who fail to check for addenda and submit inadequate or incorrect proposal.

To be considered for this work, all submittal requirements outlined in RFP must be met. Proposals shall be submitted to Ivona Kininmonth, Project Manager, City of Longview,  Public Works Department, 1525 Broadway / PO Box 128, Longview, WA 98632. Submit four bound and one unbound hardcopies of the RFP.

Submittals must be received no later than 5:00 PM on Thursday, May 3rd, 2018.
