Homeless Empowerment Labor Project (HELP)

The County has made available, in accordance with the Tacoma/Lakewood/Pierce County Continuum of Care (CoC) Plan to End Homelessness, the following funds to be utilized by an organization to establish and operate an employment project for persons experiencing homelessness. For this funding competition, the County estimates total funding of approximately $202,500 will be available through December 31, 2019.

The County is soliciting proposals from eligible, qualified, and interested organizations to establish and operate a Homeless Empowerment Labor Project (HELP) for persons experiencing homelessness. Inspired by the success of similar projects in Albuquerque, NM, Denver, CO, and Seattle, WA, Pierce County seeks to fund a project that will assist persons experiencing homelessness and provide opportunities for meaningful work that will benefit those persons., the County, and the community as a whole. The HELP project will work very closely with the homeless crisis response system to assist persons experiencing homelessness regain employment and move to permanent housing.

The Department will hold one application workshop on Tuesday, April 24, 2018 at 9:30 am to answer questions at Pierce County Human Services, Conference Room C, 1305 Tacoma Avenue South, Suite 104, Tacoma, WA.

The Request for Proposals (RFP) is published in The News Tribune, the County’s newspaper of record. Application materials are posted on the Pierce County Human Services website. The RFP will be posted and available online on Thursday, April 19, 2018. The deadline to submit applications is no later than May 11, 2018; applications are due to the County ELECTRONICALLY no later than 4:30 p.m. to PCHSCommunityPrograms@co.pierce.wa.us
