Requests for Proposals (RFP)

Senior Transportation services – Vendor Only  

Attn: Qualified Transportation Service Providers   

 

The Area Agency on Aging and Disabilities of Southwest Washington (AAADSW) is designated by the State of Washington as the Area Agency on Aging to serve Clark, Cowlitz, Klickitat, Skamania and Wahkiakum Counties. AAADSW plans, advocates, develops, coordinates and supports a comprehensive service delivery system in the region for persons who are 60 years of age or older, persons with disabilities who are 18 years of age or older, and caregivers of aging and/or disabled persons. Service providers under contract with AAADSW are overseen by the agency to meet the needs of the region’s elderly population (see AAADSW’s web site at www.HelpingElders.org).

RFP Announcement: This notice represents a formal solicitation seeking qualified vendors to provide Senior Transportation Services in Clark County, Washington. Senior Transportation Services are designed to transport eligible persons to and from medical and health care services, social services, meal programs, senior centers, essential shopping and recreational activities. These services are available to eligible persons who have no other means of transportation or are unable to use existing public transportation. Personal assistance for those with limited physical mobility may be required. These services do not include transportation for medical purposes for individuals covered by Washington Apple Health (formerly Medicaid).

Qualified Service Providers/Eligibility: Organizations responding to this RFP must provide Senior Transportation Services to all areas/zip codes within Clark County; and comply with all applicable local, state, and federal laws, regulations, policies and contract requirements. Additional eligibility requirements will be presented in the RFP.

Organizations that have been debarred, suspended, proposed for debarment, declared ineligible or excluded from participating in a contract by any federal or Washington State agency will not be considered.

Mandatory requirement to apply (RFP Packet): Entities interested in responding to this notice must request a mandatory RFP packet, which details all aspects of the application process. This requirement can be met by sending a request to AAADSWcontracts@dshs.wa.gov, and specify in the subject heading “Senior Transportation Services – Vendor Only – RFP,” or by submitting a brief written request for the “Senior Transportation Services – Vendor Only – RFP” to the following address:

In the request for a RFP packet, potential applicants must provide a contact person with their email address, or current return mailing address, or other preferred method of receiving the RFP packet. Because of our limited staff resources, faxed requests will not be considered, and we are unable to respond to telephone inquiries (opportunities for submitting questions are described in the RFP packet).

Deadline: Interested entities must request a mandatory RFP packet by 5:00 P.M., Wednesday, September 5, 2018 in order to be considered (requests received after this deadline may not be considered). This deadline may be extended if necessary.
