Bids for the West Clarkston Heights FTTH fiber optic cable project for the Port of Clarkston will
be received at 849 Port Way, Clarkston, WA 99403 (Port Administrative Building) until 12:00 p.m.
(PDT), May 23, 2022. Bids received after this time will not be accepted.

DESCRIPTION: The project is an aerial and underground build from existing fiber lines in
Asotin County near Clarkston, Washington through the northwest side of Clarkston
Heights as identified by the map in Attachment A. This bid addresses construction to the
FTTH site and making connections to individual homes/buildings at Clarkston Heights
west of Scenic Way and north of Ben Johnson Road. The aerial construction will be done
according to the Avista Utilities’ (pole owner) specifications in accordance with approved
pole attachment plans included within the aerial design component attached.

Underground construction will be buried at depths of 3-4 feet in the right-of-way. In these
instances, conduit placed will be 1 ¼” HDPE SDR 11. Handholes placed will be limited to
transitions and access points and will be placed in the right-of-way.

The work on this project includes, but is not limited to the following:
Furnishing all labor, equipment and some materials (see list of supplied materials in Attachment B)
necessary for the construction of a fiber optic connections within the specified area, including but
limited to completing all permitting as required. Contractor is responsible for all make ready work
except Avista Utilities’. Avista will do its own make ready work, on which completion is expected
early May 2022. Contractor will be responsible for coordination with Port of Clarkston’s hired
archeologist for monitoring ground disturbance and adherence to the Port’s inadvertent discovery
plan.

Work must commence as soon as possible after June 12, 2022. All work must be completed
no later than April 30, 2023. No weather days are allowed, and there is no flexibility in the
project end date.

A bid guaranty bond of 5%, and payment and performance bonds will be required for this project.

Bids will be opened publicly and read aloud immediately following the specified closing time. All

The Port reserves the right to reject any or all offers if such action is in the best interest of the Port
and waives informalities and minor irregularities in offers received. Bids may be faxed, delivered by
