The Western State Hospital project is a new construction, 350-bed psychiatric hospital in

Lakewood, Washington. The project consists of a main hospital building and an administration

building.

University Mechanical Contractors (UMC) is responsible for the installation of all plumbing and HVAC equipment and systems for the project. UMC is seeking proposals from qualified subcontractors who meet prevailing wage requirements for: 

• The insulation, acoustical caulking, and firestopping scope complete for the project.

• The testing, adjusting, and balancing scope complete for the project. 

UMC has engaged with Tough Leaf to meet goals for certified MBE, WBE, DBE, SBE, SDVOB, VOB, and other certified subcontractor participation.

Further information can be found within the bid package, which will include, but is not limited  

to, approximate scope drawings, specifications, bid form and scope narratives. Additional 

information will include a list of required qualifications and insurance requirements.  

Bid Instructions:

• All questions must be submitted via Request for Information (RFI) on Building Connected by 2:00 PM on 9/18/2024. RFI responses deadline by 5:00 PM on 9/23/24.

• Proposals shall be submitted via Building Connected no later than September 26, 2024 at 2:00 PM.

• Receipt of Proposals and proposal modifications by mail, facsimile, telephone, e-mail, or orally will not be considered. Proposals must be submitted via Building Connected.

• A Proposer that has submitted its proposal prior to the submittal deadline may withdraw its proposal only before the deadline noted above.

• Any proposal that is received after the deadline set forth herein will not be considered.

• Proposals will be publicly opened at 2:30 PM on September 26, 2024 following the deadline for submission. A virtual meeting invite link will be shared via Building Connected prior to the day of the deadline.

• Protest closure at 3:00 PM on September 30, 2024.

Selection / Award:

• Selection / Pre-award will be made upon public opening of proposals. Selection / Pre- award will be based on qualification checklist completion, adherence to bid instructions, and low cost.

• Awards will be made on a per building basis.

• Final Award will be made after proposals are reviewed to confirm/verify all qualifications have been met.
